This is a solicitation for commercial items in accordance with FAR Subpart 12.3.The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to procure reference laboratory testing services of patient specimen on a sole source basis to Smith-Kline Beecham Clincial Laboratories, Inc., 43 Winter Street, Waltham, MA. The reference laboratory testing of patient specimen are to be conducted off-site for Naval Hospital Newport, RI. The services are in support of testing equipment and to insure that the equipment performs to the database retrievel functions. The contractor is responsible for the pick-up and transportation of specimens to the contractor facility. This acquisition will be solicited as a firm fixed price, indenfinite delivery/indefinite quantity type contract. The services are anticipated to commence April 1, 1997 with 2 (12) month options. This proposed contract action is for services which the Government intends to solicit and negoitate with Smith-Kline Beecham under authority of FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPSAL. A determination by the Government not to open the requirement to competition is based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government WILL NOT PAY for information received. The applicable Standard Industrial Classification number is 8734.
