R -- PROCESSING DOMESTIC FEDERAL GOVERNMENT MAIL AND DELIVERY TO U.S. POSTAL SERVICE SOL 0-7-70-H3-ML-A02 DUE 040997 POC Contract Specialist, DAVID SCARCE, 202-283-1338 Modification of announcement appearing in the 01/22/97 CBD. The Internal Revenue Service (IRS) seeks business to pick up and process domestic Federal Government mail from the IRS Central Area Distribution Center (CADC), 2402 East Empire St., Bloomington, IL. The contractor shall pickup mail from the CADC, return to the contractor's facility to commingle, tray, sleeve, band, air contract transportation (ACT) tag and apply postage, which will be reimbursed, to First Class (estimated number of pieces: 1,980,255), Priority (estimated number of pieces: 8,415), Standard Mail (B) (estimated number of pieces: 16,108) and Special Standard Mail (estimated number of pieces 1,623,530) (Base Year estimated total pieces: 3,628,308). The estimated total number of pieces of mail for the Base Year and four one-year option periods is 18,694,014. The contractor shall also transport the mail to a U.S. Postal Service (OUSTS) facility. The contractor shall combine, commingle and convert classes of mail with its other customers' mail in order to obtain the greatest postage savings available. The contractor shall provide all management, supervision, personnel, vehicles, supplies and equipment, mailer production facilities, and transportation services, EXCEPT as provided by the OUSTS, necessary to fulfill these requirements. All work under this contract shall be performed within a 200 mile radius of Bloomington, IL. The contractor shall demonstrate they have previous successful mail processing experience; that the operation is currently in place; and all services associated with this operation are accomplished in such a manner as to ensure acceptance by the OUSTS and their other customers.
