Dahlgren Division, Coastal Systems Station (NSWCDD/CSS), Panama City,
Florida, has been tasked by the Airborne Mine Defense Program Office,
Program Executive Office (Mine Warfare) (PEO-MIW/PMS-210) with
supporting the conduct of a congresional mandated Mine Reconnaissance
CEFT of Airborne Laser Mine Detection System (ALMDS) candidate
technologies. These technologies are represented by the Magic Lantern
and the ATD-111 systems (Magic Lantern is a registered trademark of
Kaman Aerospace Corp. / ATD-111 was developed by Lockheed-Sanders). In
support of this effort, NSWCDD/CSS intends to award two separate
sole-source small purchase orders to Metron, Inc. and Arete Asso. for
development of data analysis plans, methodologies, and analytical tools
to support the CEFT. Two separate awards will result from this
synopsis. This effort is unsuitable for full and open competition for
the following reasons: Metron, Inc. and Arete Asso. are uniquely
qualified for this effort becausethey have developed unique data
analysis techniques, algorithms, and software for the Magic Lantern and
ATD-111 systems respectively in support of these proprietary rights to
analytical software developed exclusively to analyze the highly
complex imaging data gathered by these laser based systems. Both
Metrons and Aretes software has performed in an exemplary manner on
both simulated and real-time data. Only Metron and Arete have the
unique knowledge base of the systems operational characteristics and
analysis requirements as well as the experienced personnel necessary to
successfully conduct the work. Each firms key personnel have invested
over four years in gaining the unique knowledge, insight, and skills
necessary. The data analysis tools and methodologies are very
sophisticated and require specialized knowledge to use properly thus
they could not be easily or cost-effectively duplicated in a time
required to meet the program schedule by another vendor. There are two
