synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION
WILL NOT BE ISSUED. Solicitation No. CSC-84390-JR-29 is issued as an
invitation for bids (IFB). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-32. Bidders shall provide unit price, extended amount, and
total cubic measurement for the following items: Item No. 1: Buoy, 5x9
Lighted, Foam, (Red Color), 6 each, and Item No. 2: Buoy, 5x9 Lighted,
Foam, (Green Color), 6 each. Specifications: The buoys shall be red or
green as required and shall include two lifting eyes, two mooring
eyes, bridle with galvanized chain, counterweight properly sized and
removable tower with: Base plate for housing a lantern ML-155 type
(with a focal plane heightof seven feet +/- 1/2 feet), Solar panel
brackets, Battery compartment, Daymark, Radar reflector, and Hand rails
(to allow maintenance personnel to safely service the lamp). Material
for Buoy Body shall consist of closed-cell foam core of polyurethane
foam covered by a layer of resilient polyethylene foam. The buoy shall
have an outer skin of reinforced polyurethane. The color pigment shall
be an integral part of the skin ensuring a color stable buoy body. It
shall be protected with anti-fouling material. Material for Removable
Tower shall be fabricated from aluminum alloy material. It shall be
provided with enough room to house a ML-155 lantern and its associated
electrical equipment including solar panels and battery compartment.
The manufacturer shall be approved by the American Bureau of Shipping.
The manufacturer shall provide one complete set of specifications and
related drawings. Bidders shall also submit descriptive literature
that establishes exactly the proposed item. Failure to submit
descriptiveliterature shall render your bid nonresponsive. Failure to
furnish total cubic measurements may render your bid nonresponsive.
Shipment is to be securely braced or strapped to prevent shifting and
damage during transportation. The shipment shall be marked with the
words "PANAMA CANAL COMMISSION" followed by the contract number.
DELIVERY: within sixty (60) days F.O.B. Destination New Orleans, LA,
Panama Canal Commission, 1930 Japonica Street, New Orleans, LA
70117-4556, or within ninety (90) days C.I.F./F.O.B. Destination
Panama, Panama Canal Commission, Dredging Division, Gamboa, Republic of
Panama, after receipt of notice of award. A differential will be
applied to offers quoted on an F.O.B. Destination Jefferson versus
C.I.F./F.O.B. Destination Panama. Failure to provide delivery term
selected SHALL RENDER YOUR BID NONRESPONSIVE. The following Clauses and
