PERSONNEL TO COPE WITH DOWNSIZING AND CHANGES IN THEIR WORK

Department of Energy (DOE) intends to negotiate a firm-fixed-price
contract with only one source, Boston University School of Public
Health, under the authority of 41 U.S.C. 253(c)(1) Only one responsible
source. The Boston University is currently conducting a five year
study, "Stress Prevention and Health Consequences of the Workforce
Downsizing/Restrucuring" at five DOE sites and has had the opportunity
to test and design tools for gathering information related to
downsizing in the field for the past 15 months. They have conducted
hyndreds of interviews, both with individuals and focus groups with
employees in every general job classification used in DOE. In addition,
10 types of organizational records have been evaluated, including: 1)
human resources, 2) medical, 3) safety, 4) security, and employee
assistance program records. From this perspective, Boston University
understands the most efficient methods for compiling and evaluating
employee organizational information about the impact of downsizing on
DOE sites. This experience provides a comparative frame of reference
for study that Boston University posseses in order to accomplish the
work that is contemplated. Accordingly, DOE believes that using Boston
University will be the most cost effective means to acquire the
additional study. The Period of Performance is 15 months. There are no
option periods being considered. There is no solicitation available.

interest letter must demonstrate the firm's ability to conduct the
