NIST Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) intends to enter into a sole source
contract with Dr. Alexander Roytburd, Gaithersburg, MD, under the
authority of 41 U.S.C. 253(c)(1) -- Only one responsible source. This
procurement involves research services and preparation of technical
reports concerned with theoretical analyses of domain structure of
ferroelectric films, including effects of mechanical stress, electric
field, second phases, and phase transformation. The work includes
performance of thermodynamic and kinetic analyses of important
phenomena affecting the formation and stability of ferroelectric
domains in thin films. Effects of residual and applied stresses,
electrostatic fields and crystallization of amorphous second phases on
domain structure and pinning will be studied. These analyses require
expertise in the theory of actuator materials and domain structure.
These areas of expertise are essential to develop models for the
formation, poling and stability of ferroelectric thin films. Dr.
Roytburd is a pre-eminent expert in the theory of actuator materials
and domain structure. His well-established international reputation in
developing theories describing domain structure in thin films and
layered structures make him uniquely qualified to perform these
analyses. The period of performance for this procurement is from
contract award to September 30, 1997 and is approximately one-third
(1/3) man year of work. Interested persons may identify their interest
and capability to respond to the requirement. This notice of intent is
not a request for competitive proposals. However, all responses
received within 45 days after the date of publication of this synopsis,
will be considered by the Government. Written responses to this
synopsis shall contain sufficient documentation to establish a bonafide
capability to fulfill the requirement. A solicitation is not available.
