C -- INDEFINITE QUANTITY CONTRACT -- ARCHITECT ENGINEER SERVICES, SOUTHERN VIRGINIA INCLUDING ROANOKE, RICHMOND AND VIRGINIA BEACH DUE 032897 POC Arthur Perrone, Project Manager, (910)-665-2820 E-MAIL: aperrone@email.usps.gov, aperrone@email.usps.gov. The U. S. Postal Service requires Architect Engineer CADD based services for the production of plans, specifications and cost estimates. The proposed assignments will include and may not be limited to: new construction; repair and alterations; expansion and modernization; design/build projects, specialized repair and alterations projects and specialized replacement projects involving building systems (HVAC, elevator, roof, loading dock, parking lot). The proposed contract will include Field Investigation, Design Development, and Design with optional services for Bid Administration and Construction Surveillance. The new construction work will be performed utilizing the U S Postal Service CADD (AutoCAD) based program of standardized plans for Medium Standard Building Designs (MSBD) and the Small Standard Building Designs (SSBD). Based upon the FY97/98 budget there are two (2) new customer service facilities planned for the Richmond area. Each of which are approximately 20,000 square feet in size. These project will proceed contingent upon final approval by the U S Postal Service Capital Investment Committee(s). The MSBD program was developed for buildings that range from approximately 8,000 square feet to approximately 30,000 square feet. The SSBD program is based upon CADD drawings and specification for building which range in size from 1,000 square feet to 6,500 square feet. Assignments will include work in local community customer service facilities and also in regional processing and distribution facilities which are essentially industrial in character. Experience with local planning and development agencies is highly desirable. The base term of the contract will be for one (1) year with four (4) one year renewal options for a total of five (5) years. Individual work orders will be negotiated for each project. Individual work orders cannot exceed $250,000 for A/E services involving MSBD projects and cannot exceed $100,000 for all other projects. The total dollar limit for work issued in the base 12 month contract term or in each optional 12 month contract term is $500,000. The total dollar limit for work issued during the entire five (5) year contract term cannot exceed $2,500,000. The minimum dollar amount for work issued in any 12 month contract term is zero (0). Firms that have the qualifications to perform these services are invited to submit a completed SF 255, "Architect-Engineer and Related Services Questionnaire for Specific Project", a completed SF 254 "Architect- Engineer and Related Services Questionnaire" and a completed SF 254 for each of its proposed consultants to the office shown above. These submittals must be received by March 28, 1997. The selection will be conducted by using the submitted SF 255 and SF 254's. Interested firms with more than one office must indicate on their SF 255 the staffing composition of the office in which the work will be performed. At the discretion of the U S Postal Service Contracting Officer one or more contract awards will be made. Consideration will be given to firms responding to this advertisement in accordance with the instruction in the following order of preference: 1. Firms located within 25 miles of Richmond VA; 2. Firms located in Southern Virginia including Zip Codes 224, 225, 228 through 249; 3. Firms located within the State of Virginia. Firms will be considered as local only if their sole office is in the local geographical area indicated or they have a local branch office and all of the planning, design, coordination, and management of the project will be performed in that office. There is no geographic restriction on the geographic location of consultants. The prime firm must have a minimum complement of two (2) registered architects. The minimum engineering complement is one (1) civil engineer, one (1) mechanical engineer, one (1) electrical engineer and one (1) structural engineer. The contract contains a requirement for firms to provide evidence of current insurance in the amount of not less than $200,000 of errors and omissions per claim. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from, award of a contractor for this project.
