Delivery Type contract for construction management of airfield and
roadway pavements projects will be awarded for a base period and may
include an option for two additional periods. The base period and any
option periods will not exceed one year each. A contract option may be
exercised before the expiration of the base contract period or
preceding option period if contract amount for the base period (or
preceding option period) has been exhausted or nearly exhausted. Each
Task Order issued under this contract will not exceed $1,000,000 with
cumulative amount of contract not to exceed $1,000,000 per performance
period. The Task Orders will be issued from time to time as the need
arises during the contract periods and may be issued by any of the
Corps of Engineers offices. The government will provide office trailer
with phone, utilities, and furniture or construction management firm
will be required to co-locate in Corps of Engineers office. Contract
awardis anticipated in August 1997. Submitters are advised that the
contract may not be awarded if not supported by sufficient workload.
Types of services required will include construction phase services and
may require studies and reports. If a large business is selected for
this project, it must comply with FAR 52.219-9 regarding the
requirement for a subcontracting plan on that part of the work it
intends to contract. This plan is not required with this submittal. The
subcontracting goals for this contract are that a minimum of 55% of the
contractor's intended subcontract amount be placed with small
businesses (SB), 8.5% be placed with small disadvantaged businesses
(SDB), and 3% be placed with women-owned small businesses (WOSB).
PROJECT INFORMATION: Work under this contract will include the
construction management of military and civil works airfields and
roadways at locations throughout CONUS (Continental United States) and
OCONUS (outside CONUS). The majority of all work will be CONUS. Task
orders under this contract may include but not limited to: Full time
on-site quality assurance; Oversight of paving and airfield lighting;
Oversight of airfield support facilities; Review of submittals and shop
drawings; Troubleshooting paving and material problems; Comparison of
scheduled work compared to actual for construction contractor payments;
Operate computer programs related to pay-for-performance specifications
and have other general computer skills; Operate a profilograph for
pavement smoothness determination; General office engineering duties
such as writing change orders, preparing cost estimates, drafting
correspondence and related items; Conducting quality assurance and
partnering meetings; Preparing daily quality assurance and safety
reports; Construction management for over-all surveillance including
final inspections and close-out; Conduct sampling and laboratory
quality assurance testing on asphalt and PC concrete pavements and
inspection of batch plants; Inspection of contractors paving equipment;
Review and recommend approval or disapproval of deviations in asphalt
job mix formulas and PCC mixture proportions; Coordinating work with
airfield personnel, Corps of Engineers and construction contractor;
Provide administrative and clerical support related to the above
services. SELECTION CRITERIA: See Note 24 for general selection
process. Criteria for selection, in order of importance, are: (a)
Recent specialized experience and technical competence of the firm
(including consultants) in: (1) Construction management of airfield
maintenance and repair projects including inspection, shop drawing and
submittal review, and claim analysis. (2) Construction management of
new airfield pavement and lighting. (3) Laboratory testing of materials
related to asphalt and Portland cement concrete pavements. (4)
Knowledge of U.S. Army and U.S. Air Force airfield criteria and Federal
Aviation Administration (FAA) standards. (5) Effective coordination and
management of the project team, including consultants as described in
the Construction Management Plan. (See SUBMITTAL REQUIREMENTS) (6)
Quality control procedures as described in the Construction Management
Plan. (7) Construction cost estimating and preparation of estimates.
(b) Professional qualifications and specialized experience, in
providing services similar to those listed above, of the proposed team
members (including consultants) in the following disciplines: Civil
(airfield) Engineer, Construction Pavement Engineer, Construction
Inspector, Materials Engineer, Geotechnical Engineer, Estimator,
Electrical (navigational aids) Engineer, Draftsman, Typist, Computer
Technician and Soil/Paving Laboratory Technician. (c) Capacity to
respond to the work in the required time, including the ability to
complete more than one task order at a time. Task Orders may require
the employees at up to 4 different locations at the same time. Duration
of the task orders will normally be in the range of six months to two
years. Construction management firm should have access to mobile
laboratory testing equipment associated with paving. (d) Past
performance as described in Note 24. (e) Volume of DOD contract awards
in the last 12 months as described in Note 24. SUBMITTAL REQUIREMENTS:
Solicitation packages are not provided for this type contract. This is
not a request for proposal. Selection of a construction management
firm for this contract is not based upon competitive bidding
procedures, but rather upon the professional qualifications necessary
for the performance of the services. Firms desiring consideration shall
submit two copies of a combined SF 255 and separate SF 254 for prime
and each consultant. To be considered, submittal must be addressed as
follows: U.S. Army Corps of Engineers, Omaha District, CEMRO-ED-C,
ATTN: John M. Miller, 215 N. 17th Street, Omaha, NE 68102-4978.
Submittal must be received no later than close of business on the 30th
day after the date of publication of this announcement. If the 30th
day is a Saturday or Sunday or a federal holiday, the deadline will be
the close of business on the next business day. In block 10 of the SF
255, provide the following: (a) Construction Management Plan. The plan
should be brief and include an explanation of the firm's management
approach, management of subcontractors (if applicable), and an
organizational chart showing the inter-relationship of management and
various team components (including subcontractors). (b) The firm's
present workload and the availability of the project team (including
consultants) for the specified contract performance period. In block 3
of SF 255 provide the submitting firm's number (six or seven digits)
assigned by the North Pacific Division, U.S. Army Corps of Engineers,
for the Architect-Engineer Contract Administration Support System
(ACASS) and the firm number for any consultants in block 6 of the SF
255. If unknown, so state. To receive information to obtain an ACASS

the Omaha District offices will not be scheduled. 24.
Architect-Engineer firms which meet the requirements described in this
announcement are invited to submit: (1) a Standard Form 254,
Architect-Engineer and Related Services Questionnaire, (2) a Standard
Form 255, Architect-Engineer and Related Services Questionnaire for
Specific Project, when requested, and (3) any requested supplemental
data to the procurement office shown. Firms having a current Standard
Form 254 on file with the procurement office shown are not required to
register this form. Firms desiring to register for consideration for
future projects administered by the procurement office (subject to
specific requirements for individual projects) are encouraged to submit
annually, a statement of qualifications and performance data, utilizing
Standard Form 254, Architect-Engineer and Related Services
Questionnaire. Firms responding to this announcement before the closing
date will be considered for selection, subject to any limitations
indicated with respect to size and geographic location of firm,
specialized technical expertise or other requirements listed. Following
an initial evaluation of the qualification and performance data
submitted, three or more firms that are considered to be the most
highly qualified to provide the type of services required, will be
chosen for negotiation. Selection of firms for negotiation shall be
made through an order of preference based on demonstrated competence
and qualifications necessary for the satisfactory performance of the
type of professional services required, that include: (1) professional
capabilities; (2) specialized experience and technical competence, as
required; (3) capacity to accomplish the work in the required time;
(4) past performance on contracts with respect to cost control, quality
of work, and compliance with performance schedules; (5) geographical
location and knowledge of the locality of the project, provided that
application of the criterion leaves an appropriate number of qualified
firms, given the nature and size of the project; (6) any other special
qualification required under this announcement by the contracting
activity. In addition to the above qualifications, special
qualifications in the Department of Defense include the volume of work
previously awarded to the firm by the Department of Defense, with the
object of effecting an equitable distribution of Department of Defense
architect engineer contracts among qualified architect-engineer firms
including small and small disadvantaged business firms, and firms that
