Procurement and Property Management, 503/326-3581 The USDA Forest
Service, Pacific Northwest Region, intends to negotiate a
noncompetitive contract with The Institute for Bird Populations for the
continuation of sample trend monitoring of the survivorship and
productivity of breeding birds (focused on neotropical migratory birds)
on National Forest lands in Oregon and Washington. The work required
follows a strict process protocol called MAPS (Monitoring Avian
Productivity and Survivorship) as part of a nationwide/international
effort to monitor and assess neotropical migratory birds. This work is
highly specialized; the MAPS effort was developed by intended
contractor and is the only one of its kind in North America. Objectives
are to monitor MAPS sites and assess data in relation to other MAPS
sites in the western United States, nationally and internationally; to
provide information to assist in the determination of the value of
National Forest lands to breeding neotropical migratory birds; and to
provide information to assist in the determination of the effect of
land management practices on neotropical migrants that use Oregon and
Washington National Forests. See Numbered Note 22. (0065) Loren Data Corp. http://www.ld.com (SYN# 0022 19970310\F-0002.SOL)
