The Military Traffic Management Command intends to procure, through the use of Basic Ordering Agreements (BOAs) stevedoring services at the following ports: San Juan, Ponce, Culebra, Roosevelt Roads Naval Weapons Station and Vieques Island, Puerto Rico, and St. Thomas and St. Croix. U. S. Virgin Islands. A BOA is not a contract, but rather an instrument of understanding applicable to future procurements. A fully executed agreement will cover the handling of DOD sponsored export and import cargo at designated ports on an "as needed" basis. Responsible sources are requested to submit to this office, on company letterhead, notification of interest in obtaining a BOA. (0065)
