619-1623. X -- THIS A REQUEST FOR QUOTATION (RFQ). The International
Broadcasting Bureau (IBB), Contracts and Procurement Division is
seeking quotations for the rental of a Washington, DC area facility
that will accommodate the recording, mixing, and dubbing onto Betacam
SP videotape of foreign language audio. This facility must be made
available to the IBB's WORLDNET Service for a minimum of four (4) hours
each business day from 7:30am to 11:30am starting on or about April 1,
1997 with approximately 30 hours o f programming anticipated each
month. The anticipated term of this contract is from April 1 through
May 31, 1997. The exact term is unknown at this time, pending the
completion of the Agency's government-owned audio recording facility.
PERSONNEL AND TECHNICAL REQUIREMENTS: 1) An audio technician to assist
the Agency's producer in the recording, mixing, and dubbing of
programs. 2) A recording booth that will accommodate five (5) voice
talent. Each talent must have his or her own microphone and headph one.
At least one (1) video monitor must be available in the booth. 3) The
facility must have the capability to allow all the voice talent to hear
English language return as the foreign language is recorded, and the
foreign language return when edits are made. 4) A multi-track recording
system that will allow for the recording of new audio on one (1) track
and pick-ups, etc. on additional tracks. 5) The facility must be
located near public transportation that is both reliable and reasonably
priced, to e nable producers and language talent to move quickly
between the facility and downtown Washington offices. It is important
that travel costs be reasonable because of the considerable number of
trips required, and the travel time be brief in order to minimize
disruption of daily office schedules. 6) The facility must be available
for immediate inspection and use. AGENCY'S PRE AND POST PRODUCTION
REQUIREMENTS: 1) Set-up should be done prior to agreed upon start time
of the recording session as well as loa ding of audio into a digital
recording device, or dubbing onton a work tape. The Agency will supply
pre-production materials in advance of production date. 2) Upon
completion of recording, the foreign audio is to be mixed with another
audio source selected by the Agency's producer. 3) Upon completion of
the mix, the new audio mix is to be dubbed onto two (2) Betacam SP
videotapes. 4) A back-up unmixed copy of the foreign language audio
must be made and provided to the Agency's producer. QUOTATIONS MU ST
INCLUDE: a.) Detailed information on ability to meet Agency's
requirements to specifically address information requested in items 1-6
of the Personnel and Technical Requirements and the Agency's Pre and
Post Production Requirements. b.) Price quotation for a suitably
equipped recording facility for four (4) hours each business day
starting on or about April 1, 1997. c.) Price quotation for eight (8)
hours per day on an ad hoc basis. d.) Hourly rate for using the
facility should the Agency require ei ther ad hoc services on a given
day, or extension of a session beyond four (4) or eight (8) hours. e.)
Hourly cost for dubbing, if it is different from the normal hourly
rate mentioned above. All interested parties may respond to this RFQ by
submitting within 15 days of the publication of this notice and shall
reference this RFQ# B/PA-97-9. This acquisition is 100% set aside for
