E-MAIL: Erick N. Lupson, Erick.N.Lupson@lerc.nasa.gov. This project involves the replacement of the existing Icing Research Tunnel, Bldg. 11, Heat Exchanger and the complete C -- D leg of the tunnel, including tunnel structure, flow surface and corner C and D turning vanes located at the NASA Lewis Research Center, Cleveland, Ohio. New fan outlet guide vanes, the relocation of existing natural gas and nitrogen storage tanks, chilled water and service air utilities are also included in the project. The work scope involves the removal of the existing 7650 sq. ft. "W- shaped" heat exchanger (copper tubes w/galvanized fins), demolition of the C -- D tunnel leg completely, including flow surface, tunnel structural steel, turning vanes (corners C and D ), and foundations. Site work includes removal and replacement of two 10" ductile iron chilled water lines (approx. 150 ea.) and relocation of existing natural gas and nitrogen storage tanks. General Trades work includes excavation under the the new tunnel area for a 2 meter deep crawl space area and installation of new foundations and poured concrete crawl space walls. Steel work includes fabrication of a new tunnel structure and flow surface (8-10 mm thick steel plate), extending approximately 6 meters larger then the old C -- D tunnel leg. Application of spray-on insulation (approx. 50 mm thick) to the outer surface of the tunnel skin, installation of insulated metal panels on the sides and underneath the tunnel and installation of a secondary roof structure with a metal deck and EPDM roofing system will be required. Fabrication of 16 corner C and 16 corner D fiberglass turning vanes (approx. 1.5 meter chord lenght by 9 meters high), and fabrication of 13 fiberglass and carbon fiber fan outlet guide vanes (approx. 2 meter chord lenght by 2.5 meters high) will be needed. The new heat exchanger will be a 2 section, 8 module, flat face aluminum tube and fin heat exchanger consisting of 25 mm diameter tubes approximately 8 meters long by 16 tube rows deep, (new tunnel cross section will be approx. 9 meters high by 16 meters wide at the heat exchanger). Mechanical work includes installation of 8" to 45" carbon steel refrigerant piping and 72 (1" to 6") isolation and control valves, as well as 24 pressure regulators (with pneumatic resets). Controls and instrumentation includes 16 thermocouples for corner C and 24 thermocouples for corner D, pressure transducers and refrigerant system monitoring instrumentation connected to the existing Westinghouse WDPF system in the IRT control room and in the Refrigerant Plant, Bldg. 9. Other electrical work includes relocation of conduits and tunnel lighting fixtures. All responsible sources may submit a bid which shall be considered by the agency. Fixed Price Contract is contemplated Construction Cost Estimate is between $1,000,000.00 and $5,000,000.00. Solicitation Forms will be made available as soon as opening date is established. Options or Additives may be part of the Construction package for additional work. Requests for copies of this proposed procurement should be received as soon as possible in order to facilitate mailing of same to the extent copies are available directly to the inquirer at time of issuance.
