Development Test Center intends to solicit, negotiate and award a sole
source, firm-fixed price contract with options under Federal
Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items,
to Carco Electronics, 195 Constitution Dr., Menlo Park CA 94025, for
the delivery of a three-axis flight motion simulator (FMS). This effort
is for the fabrication, assembly, shipping and installation of the FMS
at the Guided Weapons Evaluation Facility (GWEF), Eglin AFB Florida.
During missile flyout simulations, the FMS will provide realistic
pitch, yaw and roll motion to the item under test. The basic contract
will consist of the two-axis system with options including an analog
control console, a high-speed roll drive, a non-rotating roll drive, a
hydraulic power unit, a track assembly, and an outer axis holding
brake along with system installation and final test. The Model T-556R-2
two-axis system includes the FMS base, pitch axis gimbal, yaw axis
gimbal, trunnion, hydraulic accumulator, and standby valves. It is
configured to accommodate a separate roll axis drive and a cantilevered
support bearing for long test articles. The options will include the
following: The analog control console contains the full complement of
chassis and cabling for a three-axis FMS including staticboard checkout
and adjustment; the high speed roll drive will include a load mount
interface to accommodate various diameter test articles. It will have
moderate acceleration ability and includes a standard multi-circuit
slip ring assembly and gas joint. The non-rotating roll drive adapter
assembly replaces the high speed roll drive to accommodate long, spin
stabilized test loads. The hydraulic power unit provides the system,
which consists of rails, guides, bearings, and transport drive motor.
The outer axis holding brake will consist of a spring activated
hydraulically-released brake caliper and disk combination used to
maintain the pitch axis in position after deactivating the system
hydraulics. System integration and final test will consist of on-site
installation personnel, materials, installation, checkout and customer
