The National Institute of Standards and Technology (NIST) has a requirement for a quantity of two (2) compression-type Proving Rings, one having 10,000 pounds-force (10 klbf) capacity (compression only) and one with a 100,000 pounds-force (100 klbf) capacity (compression only), to be used in internal Quality Assurance Programs and training. The following specifications apply equally to both Rings. The basic design of the Rings includes integral bosses internal and external; forged and machined steel of a single defect-free blank with less than 5% alloying elements; homogeneous and adequate heat-treatment to produce desired yield and tensite strengths in material itself; and a surface finish which will be of fine quality to avoid stress risers or surface defects. In addition, the finished Rings are to have a temperature coefficient of 0.027% per degree Celsius, and the Ring deflection measurement system will consist of current-best-available micrometer-reed assembly with vernier index post. Only the finest grade of materials and workmanship are to be employed throughout. The Rings will include the following: dial revolution counter, carbide micrometer ball insert, replaceable reed, ball seat in top boss, ball retainer clip with load ball and an instrument case. The Rings shall be high-deflection; that is, the dial will contain approximately 2000 major divisions with vernier readout to 0.1 division (one-tenth) and interpolation to 0.05 division (one-twentieth). The final calibration of the Rings will be performed by NIST, and the Rings must display uncertainty of 0.0125% of capacity or less. Calibration and data analysis is to be performed as outlined in ASTM Standard Practice E74-95. The Rings are to be proof-loaded prior to delivery to NIST. Final acceptance will be based upon performance of Rings in NIST Deadweight Machine Calibration. The Rings are to follow the design parameters set out in National Bureau of Standards Circular C454, most of which have gained world-wide acceptance. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION ; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. Acceptance location will be the address of the Contracting Officer's Technical Representative (COTR).
