Contract Specialist, Susan D. Hartsock (504)862-2863 This is a notice
of intent to negotiate with Canary's Transportation, Inc., P. O. Box
958, Westwego, LA 70094 on other than full and open competitive basis
for the transportation of applicants from the MEPS facility to the New
Orleans International Airport. The U.S. Army Corps of Engineers, New
Orleans District requires transportation services for the New Orleans
Military Entrance Processing Station (MEPS) Applicants at 4400 Dauphine
St., New Orleans, LA. The criteria for the requested services is as
follows: a. The bus/vehicle must have two-way communications with their
home office/dispatcher; b. If ten or fewer shippers are to be
transported to the airport, the company must be able to transport them
and their luggage in 1 vehicle; c. If eleven or more shippers are to
be transported to the airport, the company must be able to transport
them and their luggage in one trip via van/bus(s); d. Pick up times
will be 12 p.m. and 2 p.m. daily, Monday through Friday, except Federal
Holidays, and approximately 6 days during the year when the MEPS is
closed (operating calendar will be provided); e. Actual number of
persons to be transported each day will be provided telephonically to
the contractor not later than 10am the day needed; f. Estimates of the
number of persons to be transported each day for the following month
will be provided to the contractor by the 10th of the preceding month.
This number will be an estimate only based on the best information
available to the government at the time of notification; g. The
contractor must be insured and meet all Federal and State safety
statutes; h. Billing will be based on number of people actually
transported. The resultant contract will be awarded on a "best value"
basis; award will not be based solely on cost factors. The contract
period is for a base year plus two option years. Sources that have the
