Officer, (904)234-4863. The Coastal Systems Station (CSS), Dahlgren
Division, NSWC, intends to issue a solicitation to provide for support
in the areas of specialty engineering, systems engineering management,
and technological engineering. The specialty engineering and systems
engineering support will be required in areas such as: (1) Integrated
Logistic Support; (2) Configuration Management; (3) Reliability,
Maintainability, Availability Engineering; (4) Systems Safety
Engineering; (5) Human Factors Engineering; (6) Life Cycle Cost
Analysis; (7) Design-to-Cost Analysis; (8) Standardization Quality
Assurance; and (9) Value Engineering. Technological engineering
services will involve the application of complex technical expertise to
resolve issues involving new technologies or innovative application of
existing technologies. The primary purpose of these services is to
make a direct contribution to the timely development, design
engineering, production, quality, and fielding of systems that meet an
operational requirement and that are effective and suitable for use by
the operating forces. These engineering services will support systems
in the following warfare areas: (A) Mine Warfare (Surface, Shallow
water, and airborne mine countermeasures and mining operations); (B)
Airborne Countermeasures; (C) Marine Corps Systems; (D) Amphibious
Warfare and Strategic SeaLift; (E) Naval Special Warfare; (H) Research
and Technology; and (I) Modeling and Simulation. This solicitation is
a merger of the criteria found in CSS contracts N61331-93-D-0014 and
N61331-93-D-0020, which were awarded under full and open competition.
The resulting contract will be a Cost-Plus-Fixed-Fee, Indefinite
Quantity contract with provision for term and completion form delivery
orders for a period of five years. The contractor will be required to
provide personnel, materials, equipment, facilities, test fixtures,
instrumentation, and engineering services within the task areas
delineated above. A technical and cost proposal will be required. The
successful contract must have a SECRET facility clearance. Award will
be based on the best value to the government. Delivery terms will be
specified on each delivery order awarded against the basic contract.
