Meeker, Contracting Officer Through Cooperative Agreements, DOE is proposing to undertake product development projects that integrate photovoltaic technology into the building sector under provisions of the Energy Policy Act of 1992 (EPAct): Public Law 102-486. It is the goal of DOE to assist the photovoltaic industry in developing mid-term markets within the building sector. DOE is working to accelerate the establishment of markets for photovoltaic (PV) and/or PV hybrid systems through Federally cost-shared projects in order to provide a sustainable market for PV in the building sector. The projects are intended to focus on product development combined with strategic partnering and infrastructure development leading to commercial sales of PV products for residential, commercial and institutional buildings. The required end-goal of the program is a sustainable market for the PV products within the conventional residential and commercial building industry without Federal assistance. Successful applications shall demonstrate an innovative building-integrated photovoltaic product and a business plan. Cost effectiveness, either through design; integration (i.e. components, system, and/or building integration); dedicated end-use applications; technology bundling (i.e. PV/thermal hybrids), will be a major factor in selecting projects for federal assistance. The ultimate goal is commercially viable building-integrated PV and/or PV hybrid products and market demonstrations that lead to manufacturer commitments to pursue production and sales. Product development will be accomplished through a phased financial assistance program. The three phases of the initiative are: 1) concept development and business planning; 2) product and business development; and 3) product demonstration and marketing. Solicitation number DE-PS36-97GO10222 will include complete information on the program including technical aspects, funding, application preparation instructions, application evaluation criteria, and other factors that will be considered when selecting projects for funding. A pre-application conference is planned for the week of April 25-30, 1997, in Washington, DC. Date, time, and location will be specified in the solicitation. It is anticipated, subject to the availability of funding, that up to twenty awards for Phase 1 activities will be made as a result of this solicitation. Only PV:BONUS Two Phase 1 recipients will be eligible to compete for up to ten Phase 2 awards. It is anticipated that all Phase 2 award recipients will be awarded funding for Phase 3. Issuance of the solicitation is planned for April 1, 1997, with responses due 90 days following solicitation release. Requests for the solicitation must be in writing and directed to Ruth Adams.
