OVERVIEW: U.S. Air Force Phillips Laboratory (PL) is interested in
receiving proposals (technical and cost) in the area of Dual Use
Science and Technology (S&T) that could result in award of cooperative
agreements or other transactions based on successive evaluations at
PL, AF and DoD. This program is being conducted in cooperation with
DoD's Dual Use Application Program (DUAP) managed by the Joint Dual Use
Program Office (JDUPO). PL seeks projects to create and develop new
product or process technologies which have potential for both Air Force
and commercial applications sufficient to support a viable production
base. There will be no other solicitation issued in regard to this
requirement. Topic areas with projected Government cost share to be
considered under this BAA are found under "Dual Use Applications
Program" at the PL Technology Transfer Office home page. (Follow the
Technology Transfer Office link on the Phillips Laboratory home page at
http://www.plk.af.mil.) Proposals should include schedules and budgets
for a base term not to exceed 36 months. Costed options for an
additional period of up to 24 months may be submitted. The Government
may fund both base term and options from the present appropriation
depending on the content of the proposal, the availability of funds,
the fit with other programs, and any other considerations necessary to
establish and maintain program coherence and balance. The Government
may also choose to condition the exercise of options on the
availability of future year appropriations or other funding sources.
Expected award date is September 1997. B. REQUIREMENTS: (1)The offeror
must bear at least 50% of the cost of the proposed effort. The total
Government cost share for all PL topic areas is expected to be $ 24.6
million which is derived by totaling the Government cost share
identified in each topic area. Proposals that involve either basic
research or final product development beyond the stage of product
prototype or feasibility demonstration are outside the scope of this
competition and will not be accepted. (2) Teaming arrangements are
encouraged when the result is a technically stronger proposal. If
contractors team with DoD or National Laboratories, the in-kind
Government costs cannot count toward the Air Force or contractor cost
share. (3) All awardees will be required to develop a commercialization
plan, report technical progress and financial outlays associated with
milestones and report on the progress toward stated project goals
including the status of contractor contributions. (4) It is not
anticipated that any project would require access to classified
information. International Traffic in Arms Regulations may apply to
some technology areas. It is anticipated that some restrictions may
apply to the release of technology to foreign nationals. C. ADDITIONAL
INFORMATION: (1) During the proposal review and final stages of the PL
selection process, some offerors may be asked to provide clarification
and/or oral presentations to members of the selection panel at PL. PL
reserves the right to conduct site reviews prior to award of
assistance agreements. (2) Proposals must identify any government
property required. (3) The cost of preparing proposals in response to
this BAA is not considered an allowable direct charge to any resulting
award, however, this cost may be an allowable expense to normal bid
and proposal indirect cost. D. PROPOSAL PREPARATION INSTRUCTIONS:
Detailed instructions for preparing proposals in response to this BAA
are found under "Dual Use Applications Program" on the PL Technology
Transfer Office home page. Offerors should clearly mark proprietary
data. Technical and cost proposals, submitted in separate volumes, are
required and must be valid for 180 days. Proposals must reference the
above BAA number. This announcement is open until 1200 MDT 15 April
1997. Any interested offeror should send five (5) complete copies of
its technical and cost proposals to: Phillips Laboratory, ATTN: PL/XPI
(DUAP), 3550 Aberdeen Avenue SE, Kirtland AFB, NM 87117-5776. Offerors
are advised that only grants officers are legally authorized to
contractually bind or otherwise commit the Government. Technical
proposals are limited to a maximum of forty (40) pages. E. BASIS FOR
AWARD: The selection of one or more sources for award will be based on
an evaluation of an offeror's response (both technical and cost
aspects) to determine the overall merit of the proposal in response to
the announcement. The technical aspect, which is ranked as the first
order of priority, shall be evaluated based on the following criteria
which are of equal importance: (1) Impact on National Defense, (2)
Commercial Viability of Technology, (3) Technical and Management
Approach, (4) Quality of Cost Share. For discussion of technical
evaluation criteria see Proposal Preparation Instructions found under
"Dual Use Applications Program" on the PL Technology Transfer Office
home page. The cost aspect, which includes consideration of proposed
budgets and funding profiles, is a substantial factor, but is ranked
second in order of priority. No other evaluation criteria will be used.
The technical and cost information will be evaluated at the same time.
The Air Force reserves the right to make awards for any, all, part or
none of the proposals received. The Government may award several
proposals in a topic area depending in part on the cost of individual
proposals and available funding. Award decisions will be based on a
peer or scientific review. Non-Government personnel may be
participating as reviewers in the evaluation of proposals. Proposals
will be evaluated at PL and at the Air Force level before referral to
a committee chaired by the Under Secretary of Defense for Acquisition
and Technology who will have the final award authority. F. POINTS OF
