Center (GSFC) plans to issue a Request for Offer (RFO)5-60954-254 on a
sole source basis to Huges ST Systems (STX) Corporation. This
procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. This
procurement is a continuation of specific support to the Laboratory for
Atmospheres. Hughes STX Corporation has provided engineering and
scientific support NASA/GSFC's Laboratory for Atmospheres and other
related projects since 1978. After the successful launch of the
Meteor-3/TOMS FM-2 in August 1991, responsibility for future TOMS
missions was transferred to the TOMS Project (Code 450). Hughes STX
Corporation will be actively involved in supporting the Japanese launch
of ADEOS TOMS and Earth-Probe/TOMS, and the Russian Meteor-3M/TOMS
FM-5, currently planned for launch in August 2000. This procurement
requires the contractor to provide support for obtaining data from the
various TOMS satellites, incorporating in-flight and pre-launch
calibration data, and producing scientifically valid data sets along
with complete documentation for the data and all associated software.
As part of this effort, it is required that the contractor provide
scientific, programming, and engineering support for the design and
analysis of ultraviolet remote sensing applications including the
determination of atmospheric ozone amounts, ultraviolet fluxes at the
Earth's surface, and the determination of atmospheric aerosol amounts.
This procurement will extend Contract No. NAS5-31755 to May 11, 1998.
The extension is necessary to meet critical milestones associated with
the two recent launches of the Total Ozone Mapping Spectrometer (TOMS)
instruments and a planned launch with the Russians for a
Meteor-3M/TOMS instrument. The Laboratory for Atmospheres also plans to
consolidate two related contracts into one support contract. A 10-month
sole-source follow-on of the current Hughes STX support will streamline
and facilitate this process. Hughes STX is the only company with the
specialized experience required to successfully meet critical schedule
milestones without delay. Statutory authority for this sole source
procurement is 10 U.S.C. 2304(c)(1) -- Only One Responsible Source.
However, companies that believe they can provide these services for
this extension period, without any detrimental impact to the program
schedules supported by this work, should fully identify their interest
and capabilities within 15 days after publication of this synopsis.

this procurement on a competitive basis. Responses received after 15

Government not to compete this proposed contract, on a full and open
competitive basis, based upon responses to this notice, is solely
