The U.S. Department of Energy, Richland Operations Office is seeking sources to perform an independent review of a claim from a general contractor, which is needed to allow DOE to act with the best information to protect the government's interest in settling the claim in the shortest period for a reasonable cost. The task would entail reviewing the claim, historical documents, and evaluating the substance of the contractor's claimed costs and providing an independent assessment of the cost risk, advising what appropriate steps should be taken to gain settlement for a reasonable cost in the shortest time that represents the greatest benefit to the government. The following is a description of expertise needed: 1) Requires a substantial background in government construction and construction management. Experience with commercial contracts is also valuable; 2) Requires experience in estimating, and cost risk assessment under firm fixed price contracting for construction; 3) Requires experience in Construction claim settlement through negotiation, mediation and litigation avoidance. Experience should be in the area of claims for accelerated schedule and other changes and their impacts. Also understands the financial and legal impacts and risks of extended litigation.
