Utilities Division has a requirement for Architect and Engineering
Services for the State of Florida. The period of performance will
commence on the date of contract award and will be one year in length.
The total contract value shall not exceed $50,000, unless additional
funding becomes available. Firm Fixed Price, Delivery Orders will be
issued against the contract to provide engineering services in support
of applications for rural utilities loan and grant funding for Rural
Assistance Programs (RUAP) and Community Facility Loan (CF) Program for
(a) Preliminary Engineering Review Reports, amendments and material
related thereto, (b) Final design plans, specifications, and proposed
contract documents with addenda and correspondence and related
material, (c) Construction Contract Change Orders and written analysis,
(d) Conduct construction inspections: progress, prefinal and final, (e)
Engineering advice and assistance on an "On Call" basis to resolve
difficult and complex engineering design questions and construction
related problems, and (f) Analysis for engineering service agreements.
The evaluation factors for selection are listed in declining order of
precedence as follows: (1) Specialized Experience in established
design, permitting, construction and contruction contract standards
applicable to rural water, wasterwater, solid waster, storm drainage
and civil engineering work in the State of Florida; (2) Experience and
past performance with USDA, Rural Development, RUAP and CF Programs,
and private or other governmental agencies rural utilities services;
(3) Professional Qualifications as registered professional engineer in
the State of Florida with a Baccalaureate degree in Civil,
Environmental, Agricultural Engineering; (4) Office facilities and
location -- minimum requirement must be within 50 miles radius of
Gainesville, Florida, and; (5) Staff Support Personnel qualifications

the SF254 and SF255. Firms requesting consideration must submit the
SF254 and SF255 to the Contracting Officer by April 28, 1997, by 5:00
