sources sought market survey synopsis for various commercially
available voice mail services. This is not an Invitation for Bid (IFB)
or a Request for Proposal (RFP). The sole purpose of this synopsis is
to identify prospective alternate sources and the feasibility of
awarding a multi-vendor IDIQ contract for voice mail services. It does
not commit the Government to make an award. Presently Department of
Defense (DoD) activities in the National Capital Region (NCR) either
have their own voice mail platforms or receive voice mail services from
other Government contracts through Defense Telecommunication Services
Washington (DTS-W). The Government currently has digital switching
network providing integrated voice and data services to approximately
160,000 mixed ISDN and analog lines. At this time, there are
approximately 45,000 (network) mailboxes. The cost of service will
determine which method is most attractive to DTS-W customers: stand
alone platforms or network service offerings. Three types of mailboxes
are potentially required: 1) The standard mailbox which would store 30
messages at three minutes a message, a 30 second personal greeting and
messages that could be saved for up to 15 days; 2) The next tier
mailbox which would provide enhanced voice messaging capability to
store up to 100 messages for up to 21 days, and; 3) The highest tier
which would further increase capability to receive, forward, and
broadcast FAX messages, store up to 40 voice or FAX messages of up to
4 minutes, provide a 45 second personal greeting, and save messages for
up to 21 days. Options to be available are Caller Menus and
Extensions/Mailboxes, Information Center Listen Only and Automated
Attendants, Transfer Mailboxes and Broadcast Voice and FAX messages.
Alternate service providers must provide 24 hour/7 day week coverage
for services. Billing would be monthly, using electronic media
(preferably Electronic Data Interchange (EDI)), and directed to
telephone numbers grouped in Billing Accounts. Interested parties

to schedule a briefing to present existing and/or future technical and
operational capabilities to provide the described services. Catalogs
