(415)-997-8509 This procurement is unrestricted and open for both Small
and Large Business participation. This is a Service contract to perform
biological and hydrologic monitoring, and elevation and tidal channel
surveys at the Sonoma Baylands Wetland Demonstration Project in
accordance with the established monitoring plan. Parameters to be
monitored include water quality, tide elevations, tidal sedimentation
and sediment density, avian distribution and abundance, benthic
macroinvertebrate distribution and abundance, and marsh vegetation
establishment. Data will be analyzed and submitted in an annual
monitoring report. EVALUATION CRITERIA: Offerors shall be evaluated in
accordance with the following factors that are listed in order of
preference. (a) Demonstrated ability to collect and analyze hydrologic
and biological data in San Francisco Bay Area salt marsh habitats
including tidal hydrology, ornithological, benthic invertebrate, and
marsh vegetation surveys; (b) Demonstrated ability to perform elevation
surveys in salt marsh habitat and to survey salt marsh features such as
tidal channels. The contractor (or subcontractor) must have in their
employ a surveyor licensed to survey in the state of California;
Demonstrated ability to gather and interpret data from electrical
resistivity staffs to determine sediment density and deposition, and
demonstrated knowledge of how physical and chemical variables in the
San Francisco Bay affect interpretation of resistivity data; (d)
Demonstrated experience and expertise in scientific data
interpretation, statistical analysis, and report preparation; (e) Past
performance on DOD and other contracts with respect to cost control,
quality of work, and compliance with performance schedules. EVALUATION
PROCEDURES: Technical proposals will be evaluated by a professional
panel in accordance with the above criteria. Evaluation scores will be
presented to the Contracting Officer, who serves as the "selection
authority". BASIS OF AWARD: Offerors are cautioned to submit initial
proposals on their most favorable terms. In regard to both technical
merit and to price, an award may be made without discussions. Since
technical merit may outweigh price in the determination of which
proposal is most advantageous to the government, the lowest priced
proposal might not be awarded if another is deemed to be clearly
technically superior, solely on the basis of the initial written offer.

advertisement. The tentative date for issuing the Solicitation (Request
for Proposal) is March 25, 1997. The contract is expected to be awarded
in mid June 1997, the period of performance is approximately eleven
