Department of Transportation (DOT) is planning to issue a RFP to
support its drug-and alcohol-free workplace program. This program
includes the collection urine specimens and breath alcohol testing for
detection and deterrence of illegal drug use and/or alcohol misuse by
employees/applicants of DOT and other entities participating in this
contract. Most of the contractor work will be performed at DOT and
other entity work sites in over 750 duty locations throughout the 50
States, Puerto Rico, the Virgin Islands, and Pacific Trust Territories.
The contractor shall provide collection/testing site support at their
locations and at designated DOT and other entity facilities throughout
the nation. The Contractor shall comply with any applicable Government
wide standards, DOT regulations, and other related procedures (see RFP
for details). The contract will be awarded based on "Best Value" to
the Government for a base period Oct. 1, 1997 through Sept. 30, 1998
and four option years not to exceed 60 months. The Offeror shall
provide a technical and cost proposal. For planning purposes the
factors in section M will include but are not limited to: Technical: 1)
Management and Personnel Plan (including Facility Plan and
Subcontracting Plan), 2) Quality Assurance and Control Plan (including
Emergency Collection/Testing Plan), 3) Urine Collection and
Transportation Procedures Plan, 4) Breath Alcohol Testing Plan, 5)
Program Presentation of Proposal/Solutions, and 6) Past Performance;
Cost: 1) the offeror's price/cost proposal. Quantities will be
determined throughout the contract period. Current estimates are ap-
proximately 10,000 urine specimens and 5,000 breath alcohol tests
annually. The Government reserves the right to incorporate related
functions into this contract as needed. Responses to this announcement
are required within 30 days of publication. Large businesses, small
and disadvantaged businesses are encouraged to team in their national
