Bradley, III; Portfolio Manager/Contracting Officer; 202-565-4307 The Department of Veterans Affairs (VA) is seeking a firm for professional support services for the Enhanced-Use development of VA's Office of Acquisition and Material Management Asset Management Service facility (Somerville Depot), at Somerville, New Jersey. The services are to include, but not be limited to, existing site data gathering, market feasibility and competition analysis, and the development of market, legal and financing strategies for an Enhanced-Use development plan for the Somerville Depot site. Upon completion and acceptance of the strategies for the development plan, a business Plan is then to be prepared. -- With the results of the professional services sought, VA plans to offer and provide, under VA's Enhanced-Use Leasing program to a future developer/operator, a nominal long term lease (up to 35 years) of its underutilized property and facilities for the purposes to be determined (highest and best use, etc.). In exchange for the long-term, no-cost lease, a future selected developer/operator would totally finance, construct new or utilize existing facilities, operate and maintain the designate facility and property for the term of the lease. In exchange for the nominal lease, VA expects in return "in kind consideration", in a form yet to be determined, that will enhanced VA's mission of providing services for veterans. -- Request for Proposal (RFP) documents will be available for the professional services sought on or about March 18, 1997.
