Spec, harnessb@doe.oro.gov. The U.S. Department of Energy (DOE), Oak
Ridge Operations Office (ORO) seeks a highly qualified 8(A) firm to
provide engineering services for specialized technical support and
expertise to assist the Office of Defense Programs, Y-12 Site Office
(YSO), in conducting oversight and evaluations of assigned mission
programs and of Management and Operating (M&O) contractor performance.
The services to be provided include (1) assessing the effectiveness of
the M&O contractor resumption efforts of Y-12's Enriched Uranium
Operations (EUO) through full participation in the YSO Restart Team;
(2) assisting the YSO Program Management Branch in performance of
assessments, studies, technical reviews, and evaluation of nuclear
material storage and disposition; and (3) supporting the YSO
Environment, Safety, and Health Branch (ES&H) in performing oversight
of ES&H activities. In performing these services, the disciplines
include criticality safety, nuclear facility safety, technical
training, conduct ofoperations, operational readiness reviews, fire
protection, radiation control, environmental compliance, maintenance,
industrial hygiene, and other occupational safety disciplines. All
personnel must have or be able to obtain Level-Q security clearances.
A labor-hour task order contract is anticipated with a total
performance period of five years, consisting of a 2-year base period
and three 1-year option periods that may be unilaterally exercised by
the Government. However, the Government reserves the right to negotiate
whatever contract type it determines to be most appropriate. This
procurement is being offered for competition limited to eligible 8(a)
firms who have been certified by the Small Business Administration in
the Standard Industrial Code 8711 (Weapons). The RFP will be released
on or about April 11, 1997, with a tentative due date of June 2, 1997.
Anticipated award date is September 30, 1997. The RFP will be
