R -- BROAD AGENCY ANNOUNCEMENT -- CHARTER SCHOOLS SPECIAL STUDIES AND DEVELOPMENT SOL RFP-97-008 DUE 031397 POC Dorothy A. Hunter, 202-708-9256 and Anmarie Lippert, 202-708-9774 Broad Agency Announcement(BAA) -- Charter Schools Special Studies and Development. The U.S. Department of Education (ED) is interested in receiving abstracts for a study in the areas of special issues affecting charter schools and development of technical evaluation of model programs serving charter schools and their students. The following is a list of categories that offerors may provide abstracts for: 1) Development and Assessment of a Model Leadership Training Programs for Charter Schools; 2) Development and Assessment of a Demonstration Program for Fostering Cross-Fertilization of Ideas and Practices Among Charter Schools; 3) Development and Field Testing of a Model Outreach Program Designed to Attract Community Institutions, or such Key Participants as Parents, Teachers, into Founding and Operating Charter Schools; 4) Research on Charter Schools and Students with Disabilities; 5) Research on Equity Issues in Charter School Programs; 6) Research on Finance Issues Affecting Charter Schools and 7) Research on Accountability for Charter Schools. ED intends to make 1-13 awards which will be at least 12 months with 0-4/12 month options years with estimate costs ranging from $5000,000 to $1,400,000. ED will use a two step submission process to evaluate proposals submitted in response to this announcement. Step 1-Offerors must submit abstracts which shall include proposed theoretical and technical approaches, and a 1 page cost summary of their budget (including total annual costs). Ed will review the abstracts to establish a competitive range. Step 2-ED will send to all offerors in the competitive range past performance forms as part of the request for complete proposals. The past performance forms will be evaluated as rating to be combined with the technical rating at a ratio of 36% to produce a combined quality rating. Each offerors in the competitive range will be requested to submit a statement of work, technical proposal, a detailed cost proposal, and past performance documentation. SUBMISSION REQUIREMENTS: DEADLINE TO SUBMIT ABSTRACTS(30 DAYS AFTER ISSUE DATE). To be considered, abstracts shall be received by 2:00 p.m., EST, April 16, 1997 at the Support Services Group address stated above. All abstracts must include the identifier RFP-97-008 and title on all packages.
