WATER RESOURCE DEVELOPMENT PROJECTS SOL DACW07-97-R-0004 DUE 041797 POC

Information, Peter LaCivita, 415/977-8672. This will be an Indefinite
Delivery Order/Indefinite Quantity Contract for Professional Services
to perform Environmental Resource Planning of Water Resource
Development Projects in compliance with National Environmental Policy
ACT (NEPA). All Environmental documentation must comply with CEQ
regulations for implementing NEPA, ER 200-2-2 and ER 1105-2-100.
Responding firms should demonstrate capability in the following
disciplines: General Biology, Marine Biology, Civil and Geotechnical
Engineering, Cultural Resources, Economics, Environmental Resource
Planning, and Wetlands and Aquatic Ecology. Selection of the Contractor
will be based on the following significant evaluation criteria listed
in the relative order of importance: (1) Recent and demonstrated
experience of the firm in the preparation of NEPA documents, to include
development of alternatives and plan formulation for water resource
development projects, including navigation, flood control, shore
protection, water supply and environmental restoration. NEPA documents
include environmental assessments (EA), environmental impact
statements (EIS) and supporting documents; (2) Demonstrated ability to
conduct technical studies in a variety of settings including
estuarine, coastal, ocean riverine and delta environments. Technical
studies may include, but are not limited to: Section 404(b)(1), Clean
Water Act Evaluations, Section 7 documentation, Endangered Species Act,
Section 106, Historic Preservation Act Documentation, aquatic species,
etc; (3) Professional qualifications of the staff assigned to the
project as demonstrated by education, experience and NEPA and technical
publications; (4) Ability to work in interdisciplinary planning teams
with experience in environmental, engineering and economic disciplines;
(5) Past performance on other contracts with respect to cost control,
quality of work and demonstrated ability to meet cost and scheduling
requirements and project deadlines; (6) Office location in the San
Francisco area that is easily accessible with local transportation and;
(7)Extent of participation of SB, SDB and WOB in the proposed contract
team measured as a percentage of total estimated effort. Cumulative
total for all task orders will not exceed $1 Million for the Base Year,
$1 Million for Option Year 1, and $1 Million for Option Year 2. The
Contractor is not obligated to honor any order in excess of $500,000.00
for a single item or any order for a combination of items in excess of
$500,000.00. The contract term shall be for a one year period from the
date of contract award with options for two additional years.
