817/676-5196. This notice is published pursuant to Department of
Defense Energy Policy Program Memorandum (DEPPM) 94-2, the Energy
Policy Act of 1992 and Title 10 U.S.C. 2865. The Air Force and Sheppard
AFB intend to enter into sole source negotiations with CES/Way
International of Houston, Texas, to implement utility and energy system
retrofits and enhancements at Sheppard AFB in Wichita Falls, Texas. The
Air Force intends to implement basewide energy conservation measures
for the full spectrum of energy conserving/efficiency improvements via
an Energy Savings Performance Savings Contract (ESPC). An ESPC
requires the contractor to provide the necessary capital to implement
these improvements and guarantee the resulting savings will exceed the
capital costs. The Air Force intends to pursue this action using the
streamlined acquisition procedures authorized by the Energy Policy Act
and DEPM 94-2 for acquisitions when the DOD installation's local
servicing utility has conducted a previous competition. CES/Way
International targeted Sheppard AFB in response to the TU Electric
Demand-Side Management (DSM) Request For Proposals and was subsequently
awarded a TU Electric DSM contract with financial incentives. There are
no other known sources that identified Sheppard AFB in responding to
the TU Electric request for proposals and there are no other known
sources that could deliver the TU Electric financial incentives to
Sheppard AFB. Types of Energy Conservation Measures (ECM) envisioned
under this effort included, but are not limited to lighting systems,
motors, control systems, heating, ventilating and air conditioning,
