Request for Offer (RFO) for Grounds Maintenance Services. The
contractor shall furnish all labor, supervision, equipment, and
materials necessary to provide grounds maintenance services in
accordance with the requirements specified herein. MSFC consists of
approximately 1,841 acres, situated wholly within the confines of
Redstone Arsenal. This acreage consists of 30 acres of highly visible,
intensive care lawns, 230 improved acres, 265 unimproved acres, 1,316
acres of woodland and pasture, and two cemeteries. This contract is to
include all trees, ground cover bed, shrubs and hedges. All services
provided shall be in compliance with NASA and Redstone Arsenal
regulations, paying particular concern with regards to wetland
disturbance and erosion/run off control. Interface shall also be
required between the contractor and the Redstone Arsenal Forester, with
regards to the removal of trees -- The grounds maintenance services to
be provided include cutting grass, edging, collection and disposal of
litter and trash, vegetation cutting and removal, underbrushing,
grassing, sodding, sprigging, erosion control, tree and shrub pruning,
tree and stump removal, irrigation, ditch cleaning, operation and
maintenance of irrigation systems, drainage control, maintenance/repair
of all hand operated groundskeeping equipment and other miscellaneous
services intended to improve the appearance of the grounds of MSFC. All
work shall be performed in accordance with MSFC procedures to ensure
safe conditions. Special scheduling requirements shall be observed in
intensive care lawn areas. Any grounds maintenance schedule may be
adjusted for special events, preparation for inclement weather or
recovery from any natural disaster. The contractor shall provide
professional horticulturist services. The contractor shall maintain a
Grounds Maintenance Map that will delineate MSFC in its entirety, coded
to indicate the type of grounds maintenance service each parcel
requires. All collected remains from cutting, pruning, mulching,
vegetation and pest removal shall be transported to the Post Landfill
and/or other approved designated area of Redstone Arsenal. Movement of
tractors, mowers or other slow moving vehicles over MSFC roads during
peak traffic periods shall be prohibited. Worksite is the George C.
Marshall Space Flight Center, AL. The standard industrial
classification code for this procurement is (0782). Period of
performance is for a 1-year base period with four 1-year options. The
offer due date will be contained in the solicitation. This is a Small
Business Set-Aside. The resulting contract will be a firm-fixed-price
performance based contract. All responsible business sources may submit
an offer which shall be considered by the agency. This procurement is
being conducted under the NASA MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy. The anticipated release date
of the RFO is on or about March 21, 1997, with an anticipated offer due
date of on or about April 21, 1997. Anombudsman has been appointed --
