Procurement Officer, (703) 681-0606 The National Guard Bureau,
Counterdrug Directorate is conducting this market survey to locate
additional sources for the procurement of ten (10), with an option for
five (5) additional, commercially available off-the -shelf, drug
detection systems. Require Ionscan Model 400 manufactured by Barringer,
Ion Track Itemizer manufactured by ITI, or equivalent. The systems
shall be capable of: 1) Detecting, identifying and providing
quantitative data (in a graphic format) for cocaine, methamphetmines,
heroin, and THC, 2)storage and retrieval of the data, 3) sustained test
cycle of at least one sample analyzed per minute for at least one hour.
A single test of a sampling cycle shall identify up to three of these
substances as selected/programmed on site by the operator, 4)
consistent responses to narcotic load concentrations for both cocaine
and heroin in the .05 to 10 microgram range, 5) concurrently collecting
particulate samples at multiple locations within one mile using
separate external sample collectiondevices. 6) System shall operate in
an ambient air temperature range of 30 to 100 degrees F. 7) Desired:
A recovery time of less than 5 minutes after processing an above
saturation amount of targeted drugs and/or interferants. The devices
shall be capable of transporting samples for analysis to the location
of the base system. The system must be portable (able to be transported
as commercial airline baggage) with no component weighing more than 75
pounds. Transport cases (suitable for airline travel) are required.
The system shall have a minimum of one year field experience for past
performance evaluation or must have been included in the Office of
National Drug Control Policy's Counterdrug Technology Assessment Center
(NDTA) Benchmark Evaluation studies. Although price is an evaluation
criteria, the methodology established in the NDTA studies shall be
heavily weighted to determine a best value procurement. Individual
responses to this request for information that contain company
proprietary information mustbe marked in accordance with FAR 52.215-12.
The proprietary information provided shall not be released outside the
government, but may be released within the government on a "Need to
