494-6217 The Atmospheric Sciences Division of the Air Force Technical
Applications Center (AFTAC) is seeking information from potential
sources: 1) to analyze up to 200 samples per year for both short-lived
fission products and the actinides from airborne effluent debris
collections resulting from nuclear weapons testing (this includes
radiochemical separation, purification, and measurement, if necessary,
on samples containing between 10 ** 10 and 10 ** 12 fissions); 2) to
perform high resolution gamma spectroscopy on 5500 filter paper samples
per year; 3) to analyze 200 whole-air samples for the xenon isotopes;
4) to perform mass spectrometry on a maximum of 200 samples sufficient
to determine the gross elemental abundance and isotopic composition of
lithium, uranium, and plutonium isotopes; 5) to perform radiation
measurement (initial gamma activity assay, high resolution gamma
spectroscopy, alpha spectroscopy, alpha yielding of uranium and
neptunium samples); 6) to develop and manage the laboratory
program(funds tracking, general programming, etc.); 7) to handle and
properly dispose of all radioactive and mixed waste generated in the
analysis; 8) to have the existing license/permit to handle radioactive
materials; 9) to provide a Quality Assurance Quality Control for data
quality; 10) to provide a 24-hour operational analysis support
capability for up to 6 weeks when required (not to exceed twice per
year); and 11) to provide initial assay of up to 50 swipe samples to
determine cleanliness of aircraft. Responses should include the
following: 1) information describing experience and background
qualifying potential source; 2) descriptions of the accuracy and
precision of the data; 3)discussion of recent effort or efforts which
indicates qualification as potential source; 4) summary of potential
source's proposed approach (to include a description of the source's
facility, permits, and equipment); 5) outline of anticipated problems
to be addressed. White papers should provide as much detail as possible
to aid inthe evaluation of your response. All proprietary and
restricted information shall be clearly marked. Any classified
information provided with your response should be segregated and
provided in a separate volume forwarded to the following address: HQ
AFTAC/LSSC, Attention: Mr. Ron Lindner, 1030 South Highway A1A, Patrick
AFB FL 32925-3002. This program is anticipated to be a single award.
Firms responding should indicate whether they are, or are not, a small
business, a socially or economically disadvantaged business, a woman
owned business, a historically black college university, or minority
institution. The general definition to determine whether or not your
firm is small is as follows "A small business concern is a concern that
is independently owned and operated, is not dominant in the field of
operation in which it is bidding on government contracts and with its
affiliates, the number of employees does not exceed 500 persons".
"Concern means any business entity, organized for profit with a place
of business located in the United States, its possessions, Puerto Rico,
or the Trust Territory of the Pacific Islands, including but not
limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The Air Force reserves the right to
consider a small business set-aside based upon the responses hereto.
All respondents shall include their assigned Commercial and Government
Entity code. Respondents are further requested to indicate their
status as a Foreign-owned/Foreign-controlled firm and any contemplated
use of foreign national employees on this effort. Due to the nature of
this potential effort, "No foreign country sources will be considered".
This is NOT a Request for Proposal (RFP) and is not to be construed as
a commitment by the Government to issue a solicitation or ultimately
award a contract. Any costs incurred as a result of response to this
announcement shall be borne by the firm and will not be charged to the
Government for reimbursement. No written or telephone requests for a
solicitation package or further information will be accepted or
