A -- A-OFF AXIS LASER DETECTION (OALD) ANALYSIS POC Ms. Marva Lucas, Contract Specialist, PL/PKWA, 505/846-4626. Code "A". Off Axis Laser Detection (OALD) Analysis. The Air Force, through its Phillips Laboratory, is seeking organizations having the capabilities to perform computational and theoretical analysis of OALD field and flight tests. These analyses require abilities to safeguard and handle classified information and material to a minimum of a Department of Defense SECRET classification. Initial indications are OALD shows promise for use as a weapons detection or countermeasure system. This contemplated effort will complete analysis begun by Sandia National Laboratory. This effort will also perform additional database compilation and analysis through comparison to appropriate optical scattering models of the data derived from Air force OALD field and flight tests. For this effort, the contractor will complete database development of Air Force OALD field and flight tests in Microsoft Access database format on a CD ROM. This will involve a reduction of data to engineering units for display and information transfer. This analysis will also include analysis and interpretation of Air Force OALD field and flight test data for quantitative estimates of precision guided munitions (PGM) vulnerabilities to OALD detection and countermeasures. This analysis and interpretation will be done by comparison with applicable OALD theoretical models and observed phenomena. This effort will also include monthly, interim and final reports. Estimated length of research efforts is 12 calendar months technical effort with an additional three calendar months allowed for final report preparation. Foreign owned firms are advised they will not be allowed to participate as the prime contractor. PL is interested in learning if contractors can perform on this effort that was originally begun by Sandia National Laboratory. This acquisition involves technology that is subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) may submit Statement of Capabilities (SOC). The Government does not intend that Federally Funded Research and Development Centers (FFRDCs) use privileged information or access to facilities to compete with the private sector. Submit a Statement of Capability (SOC), not to exceed 16 pages, 8" x 11" single-side to Ms. M. Lucas at the address below no later than 14 April 1997. Firms responding should indicate if they are a small business, an 8(a) qualified business, or Women Owned Business (WOB). For the purpose of being considered a small business for this effort the following applies: SIC Code 8731, Size Standard 500. The Government reserves the right to set this acquisition aside for Small Business or the SBA 8(a) Program based upon known sources and/or responses to this synopsis. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
