CIVIL/SANITARY ENGINEERING SERVICES THROUGHOUT THE UNITED STATES SOL

National Park Service (NPS), Denver Service Center (DSC), and other
Department of the Interior (DOI) agencies are seeking a qualified
firm(s) or organization specializing in civil and sanitary engineering
services to provide Architect/Engineer (A/E) services under an
indefinite quantity contract for miscellaneous projects in the United
States, including Guam, Puerto Rico, the Virgin Islands, and
territories. The Government may elect to award a single task order
contract or to award multiple task order contracts for the services to
be to provided to two or more sources under this solicitation. The
Government reserves the right to award contracts, based on the
selection board's final selection list, in order of preference, of the
firms considered most highly qualified to perform the work. Each
awardee shall be provided a fair opportunity to be considered for task
orders to be issued. The Government will use such factors as past
performance, quality of deliverables, or other factors that the
Contracting Officer, in the exercise of sound business judgment,
believes are relevant to the placement of orders. Civil and sanitary
engineering projects include, but are not limited to: water supply,
treatment, distribution and storage systems; wastewater collection,
treatment and disposal facilities; wastewater reclamation and reuse
(both potable and nonpotable) facilities; water and wastewater pumping
facilities; drainage and stormwater management systems; roads,
intersections, and parking areas; civil and sanitary engineering
aspects of such projects as visitor centers, administrative facilities,
maintenance buildings, and residences. Sizes of projects will range
from very small (5,000 gallons per day capacity) to larger (over one
million gallons per day capacity). Complexity will range from that of
groundwater wells with disinfection to complete treatment facilities
for surface water, or desalination, and from that of on-site septic
tank/drainfield systems to wetlands, lagoons, and conventional
wastewater treatment plants. Required disciplines include civil and
sanitary engineering. Secondary disciplines which may be required for
some projects include: structural, electrical, mechanical, and
instrumentation engineering; architecture; landscape architecture; and
cost control/estimating. Projects may include, but are not limited to:
(a) Title I Services: predesign and preliminary design services, which
include site and feasibility investigations; laboratory testing;
investigation and analysis of existing systems; research and analysis
of pertinent federal, state and local regulations and codes;
preliminary design, including alternatives analysis, schematic design
and design development; preliminary drawings; and design analysis,
including acquisition of data pertaining to local construction
practices and material availability, outline specifications, and
preliminary construction cost estimates; and peer review of NPS
in-house or other A/E designs. (b) Title II Services: preparation of
working drawings and constructionspecifications and preparation of
construction cost estimates for civil and sanitary engineering
projects, including repair, rehabilitation and modification of existing
buildings as well as new construction; and peer review of NPS in- house
or other A/E designs. (c) Title III Services: construction observation,
review of submittals, site visits, field testing, preparation of
operation and maintenance manuals and consultation during construction.
Much of the work to be performed in historic buildings and sites will
require continuous attention to compliance with historic preservation
guidelines, techniques and oversight. The proposed work may extend over
several fiscal years, involving projects at various stages, which will
require that the selected firm must be capable of providing and
managing a multi-disciplinary team from within the firm or in
conjunction with subconsultants. All work will be guided by NPS
policies and directives. The NPS has adopted sustainable design as the
guiding principle for park planning and development. By definition,
this means meeting present needs without compromising the ability of
future generations to meet their own needs. In practice, sustainable
design, utilizes best available solutions within the design tradition
of NPS, and incorporates environmentally sensitive construction
methods, seeks to conserve non-renewable global resources, utilizes
energy efficiently, recycles materials and waste, and specifies,
ecologically responsible methods, practices, and materials in the
construction of park infrastructure. In accordance with Public Law
100-418 and Executive Order 12770, all Federal design work is to be
performed using the metric system of weights and measures. Design work
under this contract may be subject to this requirement. Projects will
require coordination with various review and design entities. The
following criteria, in descending order of importance, shall be used in
the evaluation of the prospective firms. Please note that these
criteria shall be used by the NPS inlieu of the criteria listed under
Note 24. 1. Demonstrated professional experience and technical
competence of the firm, including its consultants and project
personnel, with projects of types described both in urban and remote
locations. Emphasis will focus on familiarity with and project
experience in applying principles of sustainability in various climatic
regions (for example, high mountains, heavy snow areas, arid deserts,
and permafrost) for the types of projects described and utilization of
appropriate materials and construction techniques, with sensitivity to
natural and cultural resources, as well as aesthetic considerations
appropriate for National Park settings. 2. Professional qualifications
and expertise of the principles and key staff of the firm and
consultants as related to the types of projects decribed above,
including registration of key professionals in California, New York,
Alaska, and the states where reciprocity of such registration is
recognized. 3. Demonstrated ability of the firm or organization to
communicate, coordinate and facilitate work expediently, demonstrated
ability to design portions of a multidisciplinary design project
independently, to participate in reviews, and to facilitate
coordination into a multidisciplinary design product. 4. Capacity to
respond to short time frames and accomplish more than one project at a
time within the desired schedules, while maintaining a high standard
of quality of work and control of costs. The firm or organization
selected shall be primarily engaged and specialize in civil and
sanitary engineering work. All services will be provided under an
indefinite quantity contract. The total of all task orders per year
will not exceed $2,000,000 and each task order will not exceed
$500,000. The A/E is guaranteed a minimum amount of $50,000 during the
life of the contract. The term of the contract will be one year with
four one-year options. This procurement is open to small and large
business and is subject to Public Law 100-656. To the fullest extent,
the National Park Service welcomes the participation of small business
firms including women and minority owned and operated A/E firms and
encourages large business firms to include small business firms as part
of their team. If the apparent successful offeror is a large business,
they will be required to submit a subcontracting plan which will
separate percentage goals for using small business concerns and small
disadvantaged business concerns as subcontractors. The government will
not indemnify the firm selected against liability involving asbestos
or other hazardous materials; that is, no clause holding the firm
harmless will be included in the contract. Firms that meet the
requirements described in this announcement are invited to submit a
Letter of Interest and completed Standard Forms 254 for each firm and
a Team Standard Form 255 in an original only. Submission of any
additional material is allowed only to the extent that it graphically
(via drawings and photographs) substantiate the relevant projectwork
specifically described on Standard Forms 254/255. In support of the
sustainable practices of resource conservation and material recycling,
submissions should be concise, make wise use of recycled/recyclable
paper and other materials, and be organized in such a manner that the
recyclable material can be easily removed after evaluation. To the
extent possible, printed/copied double- sided paper documents will be
submitted. Responses must be received before 5:00 p.m., 30 calendar
days from the date of this publication (first work day following a
weekend or holiday) in order to be considered for selection. This is
