Contracting Officer, (202) 219-6445. The U.S. Department of Labor's,
Office of Worker's Compensation Programs(OWCP) contemplates a
procurement for second opinion medical services. This RFI constitutes
a market survey of industry to determine interest/capabilities of
potential sources. OWCP has a requirement for delivery of medical
second oppinion services for claimants under the Federal Employees'
Compensation Act who are served by the district office in Philadelphia,
PA, and who reside in Delaware, Pennsylvania, West Virginia or New
Jersey. A fixed unit price contract is contemplated with a one year
period of performance plus four one year options. Medical second
opinions may be necessary to (1)determine the casual relationship
between work factors and the injury or disease; (2)to assess the extent
and duration of the physical impairment or disability; (3)to determine
the appropriateness of therapy, including some elecive surgical
procedures; or (4)to determine when recovery has occurred and a return
to work is feasible. In each case thesecond opinion shall be based on
and will include a review of appropriate claim file material, a
physical or psychiatric or psychological examination of the claimant
(as appropriate), the performance of any clinical or laboratory tests
deemed necessary in the diagnostic work-up, and a narrative medical
report responding to specific questions posed by a claims examiner and
limited to the framework presented in the written Statement of
Accepted Facts. The Contractor shall arrange for fully qualified and
appropriate physicians to make these services available within
reasonable commuting distance (100 miles or 3 hours by car) of
claimant's residence. The applicable SIC Code is 8099/$5 million
dollars. Firms must provide experience in the form of an outline of
projects for specific relevant work, completed or currently being
performed, including contract numbers, description of work, points of
contact with phone numbers, facilities, professional qualifications and
specific experience of personnel identified to perform the work, and
any other pertinent information which would enable the government to
assess each firm's capabilities. Replies to this survey must be
received in writing (no faxes or e-mail) by 4:45p.m. Washington, D.C.
time, April 1, 1997. Firms shall include (1) an original and two
copies, (2) state whether they are a large or small business based on
the size standard above, and (3) indicate if a small disadvantaged or
woman-owned business or 8(a) firm. The government reserves the right to
set the procurement aside for small businesses or 8(a) firms based on
