all labor, materials, equipment, supervision and transportation
required to dredge the winter moorings area and construct timber pile
fenders and dolphins along the City of Algonac waterfront located in
Algonac, Michigan in accordance with the enclosed plans and
specifications. Major items of work will include dredging, timber pile
driving, wire rope, and fasteners installation and associated work.
Performance period is 120 calendar days after Notice to Proceed.
Estimated range is $25K to $100K. The SIC Code for this procurement is
1629, Dredging. Size standard is $3.5 million. All responsible sources
may submit an offer which will be considered by the agency. This
project is 100% set-aside for Small Business Concerns only. Award will
be issued pursuant to the Small Business Competitiveness Demonstration

Office of Small and Disadvantaged Business Utilization (OSDBU), has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to $1,000,000.00 per contract. The DOT provides an
80% guarantee on the bond amount to a surety against losses. Loans are
also available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
