MODIFICATION OF A PREVIOUS CBD ANNOUNCEMENT: A SOURCE SELECTION, in accordance with Appendix BB to the Federal Acquisition Regulation, is being conducted for the acquisition of SABER. The subject acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Lackland AFB and Training Annex in support of Civil Engineering activities. The contract will be an indefinite delivery-indefinite quantity type contract and will include a wide variety of individual construction tasks as identified in the Unit Price Book (UPB). During the contract period, the Air Force will identify construction tasks required to complete each specific job, and contractor to complete those jobs. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required maintain a management office at Lackland AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs. Individual jobs will vary in size and complexity and will include tasks in a variety of trades, including carpentry, road repair, roofing, excavating, interior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The performance period will be a twelve month basic period with 4 twelve period option years to be executed at the Government's option. The guaranteed contract minimum is $50,000 for the basic period and $50,000 for each option period exercised. The proposed maximum is $30,000,000. The average value of SABER's 217 independent delivery orders during the previous 4.5 years was approximately $71,000 with a range from $204 to $581,532. The Government anticipates significant subcontracting activity under the SABER contract. The Government reserve the right to make multiple awards; (1) award for Lackland AFB and Lackland Training Annex and (2) for Wilford Hall Medical Center (WHMC) and ancillary facilities.
