combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. The solicitation number is
1422-N670-Q97-0039 and is being issued as a request for quotations. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. This is a 100%
set aside for small business; SIC code is 3531 and size standard is 750
employees. This requirement is for a firm fixed price contract for:
LINE ITEM 1, Portable gravel screening plant, 1 each; LINE ITEM 2,
Extra 4"x4" screens for screener, 3 each; LINE ITEM 3, Extra 2"x2"
screens for screener, 3 each. Description. SCOPE: Contractor to supply
one portable, self-contained, truck-towed, gravel screening plant for
screening barrow pit run material in Montana, meeting the following
requirements: The screener shall have the following dimensions: OVERALL
HEIGHT FOR OPERATION: 114" max. OVERALL HEIGHT FOR TRAVEL: 144" max.
OVERALL TRAVEL WIDTH: 92" max. TRAVEL WEIGHT: 22,000 pounds, max.
TONGUE WEIGHT: 8,000 pounds, max. TOWING COUPLER: Pintle eye. AXLE
WEIGHT CAPACITY: 8,000 pounds, min. NUMBER OF AXLES: One, min; Two,
max. WHEEL SIZE: 9x17.5 steel disc, min. TIRES: 9R17.5, highway tread,
load range H, min. TOWING SPEED: Must be capable of being towed at 55
MPH on paved roads. BRAKES: Electric with wiring to connector.
Break-a-way switch for setting wheel brakes shall be provided. POWER
PLANT: Diesel, min 23 SAE HP at 2100 RPM at sea-level. Min 14 gal fuel
tank. 12-volt electrical system with electric starter and min 200 CCA
battery. Engine to be shielded and protected from spill and debris
during operation. Fuel system to have water separator and filters.
Lubrication system to have spin-on oil filter. Engine shall have two
stage air cleaner with disposable paper element. Engine shall have an
hour meter. Engine shall have automatic shutdown for low oil pressure
or high engine temperature. HYDRAULIC SYSTEM: the hydraulic system
operated by the power plant shall operate the wheel elevation and
landing gear as well as the screener. The system shall have a cleanable
or replaceable filter and a fan-cooled oil cooler. OPERATION: The
shaker head shall have two removeable material screening decks bolted
into position. The screener shall include a top screen with 4"x4"
openings and a bottom screen with 2"x2" openings. Screen overall area
to be min 84"x 78". Size of opening for clearing under screen, min 116"
x 56". STEEL CONSTRUCTION: All steel to be min 50,000 psi yield
strength unless otherwise noted. All steel plating subject to wear
shall be min 8 GA. PAINTING: Screener shall be painted with
manufacturer's standard finish and furnished with instruction and
warning signs where appropriate. LIGHTING: Screener shall be equipped
with standard trailer safety lighting and SAE 7-pin connector for being
towed. QUALITY: All material and equipment shall be new and unused. All
bolts shall be heat treated, Grade 5 for non-structural connections and
Grade 8 for structural connections, of proper length. All threaded nut
fasteners shall be self locking or have lock washers. All welds shall
be free of slag, internal and external, and all exposed outer surface
welds shall be ground smooth. All workmanship, welding, cutting
fabrication, and assembly shall be of high quality and in conformance
with good manufacturing practices. All welding shall be according to
AWS standards. Flame-cut edges shall be ground and finished for a neat
and uniform appearance. All brackets, braces, fittings and other
attachments shall be bolted to the frame or chassis. Securing of air,
water, fuel and/or electrical lines, looms or harnesses shall utilize
replaceable clips or bands. PREOPERATION: The contractor shall service
with component manufacturer's recommended lubricant or coolant all
components. Service shall be prior to initial test or operation of said
components; e.g., air cleaners, gear boxes, pump engines, drive lines,
etc. The contractor assumes full responsibility for failure or damage
to components caused by lack of, or improper, service. DOCUMENTATION:
The contractor shall provide an operator's manual describing complete
instructions for operating the screener and maintenance procedures for
the power plant and screener. WARRANTY: The contractor hereby
warranties the screener to be free from defects and for satisfactory
operation for a period of one year from date of delivery. . Delivery
required not later than 30 calendar days after receipt of order. The
required material shall be delivered F.O.B. Destination. Delivery shall
be made between the hours of 8:30 a.m. and 3:30 p.m., Monday through
Friday, holidays excluded. Delivery shall be made to the following
location: Bureau of Land Management, Lewistown District, Airport Road,
Lewistown, MT 59457. FAR provision 52.212-1, Instructions to Offerors
-- Commercial, applies to this acquisition, with the following
addenda: Per FAR 12.603(b) the SF 1449 is not used. Paragraph (h),
Multiple award -- Delete entire paragraph and substitute: Award. Offers
will be received on an all or none basis. Award will be made to the
lowest responsive and responsible offeror based upon the unit price
quoted. Offerors shall include a completed copy of the FAR provision at
52.212-3, Offeror Representations and Certifications -- Commercial
Items, with their offer. FAR clause 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this acquisition, with the
following addenda: FAR 52.219-6, Notice of Total Small Business
Set-Aside. FAR clause 52.212-5, Contract Terms and Conditions Required
to Implement Statutes Or Executive Orders -- Commercial Items, applies
to this acquisition, along the following additional FAR clauses cited

received on or before close of business, March 25, 1997. Quotations

80225-0047. All RFQ's not sent through the US Mail will be considered
hand carried and direct delivered. Hand carried RFQ's must be
delivered directly to and placed in the depository at Bureau of Land

Federal Center, Denver, CO 80225-0047. Direct delivery of offers is
only possible weekdays, excluding federal holidays, between the hours
