(BPC), under contract with the U.S. Trade and Development Agency (TDA), will be procuring on behalf of the Government of Bulgaria (GoB) an optical fiber telecommunications system for internal communications use by the Bulgarian State Railway (BDZ). Under terms of the TDA grant to the GoB, 1) optical fiber telecommunications system equipment procured is to be used on a specific 150km portion of the rail system; and 2) each piece of equipment which will be procured must be of U.S. source and origin (i.e. at least 51% of total cost of manufacture -- componentry plus programming plus labor -- must have been manufactured/performed in the U.S.). While there is no guarantee of future business following procurements under this grant, this will be the first implementation of optical fiber technology for the BDZ. The BDZ has expressed an interest in eventual upgrade of their entire internal communications system as funding permits, provided that this initial implementation is successful. This procurement includes the system hardware and software (i.e., fiber optic cable for aerial and for direct burial, E-1 compatible electronic equipment for voice communication, ethernet data transfer equipment, optical fiber test equipment, and related products), plus in-country site surveys, engineering oversight during installation, and training. BPC anticipates issuance of the solicitation document on or about 24 March 1997, with bids due 45 days thereafter.
