synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB7C1110 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-45.
The standard industrial classification (SIC) code is 3229, and the
small business size is 750 employees. The contract line item number
(CLIN) and item, quantity and unit of measure is: CLIN 0001 is a
quantity of 1 each Monolithic Capillary NDP Optic for cold/thermal
neutrons to include Optic bundle OD 1cm; Output focal distance less
than or equal to 1.5 cm; Gain greater or equal to 10; Focal Spot Size
less than 200 micrometers. The National Institute of Standards and
Technology (NIST), intends to award to X-Ray Optical Systems, Inc., 90
Fuller Road, Albany, NY 12205, on a sole source basis for a Monolithic
Capillary NDP Optic. The Government requires a tapered glass capillary
lens for neutron focusing with an entrance of no less than 10 mm in
diameter, with a focal spot of less than 0.2 mm in diameter, and a
neutron current density gain of not less than 10. The Government
requires a focusing device to be placed in a neutron beam to produce a
focal size of less than 0.2 mm diameter. The incident beam has a
maximum cross section of 30 mm (horizontal) and 50 mm (vertical), and
comes from a guide with a full divergence of 70 mrad per nm. The curved
guide views the reactor cold source and has a neutron wavelength
spectrum starting at 0.2 nm, a maximum around 0.5 nm, and then tails
off at a neutron wavelength of 1.0 nm. The incident beam has a current
density of 10 E 9 per cm E 2 per The gain in current density of the
device should be at least 10. The device will be placed inside a vacuum
chamber. The entrance of the device should be greater than 10 mm
diameter, and no greater than 60 mm. The device should produce a focal
spot which is no more than 300 mm from the entrance of the device, and
at least 10 mm from the exit of the device. This is a sole source
procurement because X-Ray Optical Systems, Inc., is the only
manufacturer that has fabricated such devices with gains of greater
than 10. Required delivery within 180 days from contract award. FOB
Destination Gaithersburg MD. Delivery location is National Institute of
Standards and Technology, Building 301, Receiving Room, Gaithersburg,
MD, 20899. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. Offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders -- Commercial Items,
applies to this acquisition and includes the following FAR clauses:

p.m. Eastern Time on March 26, 1997. Offers or modifications of offers
received at the address specified for the receipt of offers/quotes
after the exact time specified for receipt of offers will not be

only solicitation and a written solicitation will not be issued.
Interested offerors may identify their interest and capability to
respond to the requirements by submitting a capability statement. The
capability statement must provide adequate information and
qualifications of your ability to provide the requested system in order
for the Government to consider whether to open this request for
competition. However, all capability statements received within 15 days
after date of preparation of this synopsis/solicitation will be
