DADA15) The Walter Reed Army Medical Center intends to negotiate with
Nicolet Instrument Corp. on a sole-source basis for a Model 860 Fourier
Transform-Infrared Spectrometer System. As a minimum, the system must:
1) provide spectral resolution between 8 & 0.1 cm-1; 2) provide a
frequency (wavenumber) accuracy of 0.01cm -1; 3) unit must have a
step-scan capability w/amplitude modulation; 4) perform simultaneous
synchronous collection of 2-channels of data; 5) collect in-phase &
quadrature signals simultaneously; 6) have continuous dynamic alignment
& automatic tuning; 7) have a FT-Raman accessory with Nd- YAG laser,
180 degrees reflective optics, 100 cm-1 Stokes filters, a
room-temperature InGaAs detector & hi-sensitivity liquid-nitrogen
cooled germanium detector; 8) have a photoelastic-modulation infrared
reflection-absorption accessory; 9) be interfaced to a Govt.- owned
Spectra-Tech IR-Plan (mdl. 0042-081) microscope; 10) have a vibrational
circular dichroism (VCD) accessory; 11) Software requirements: a.
control s/w shall be Windows based; b. s/w shall be capable of
providing spectral data which is compatible w/JCAMP-DX protocols &
existing Govt.-owned, industry std s/w known as GRAMS; c. the s/w shall
be compatible w/existing Govt.-owned computerized hi-res spectral
libraries such as: 1) Aldrich hi-res, condensed-phase library, 2) Sigma
hi-res biochemical library, 3) Georgia State Crime Lab drug Library, 4)
Toronto Forensic Laboratory Library, 5) US Geological Survey library &
6) the Kidney Stone library. In addition to the hardware & software
requirements, the Government requires complete system integration,
installation and training support. Only new equipment is acceptable and
only one contract award will be made for all items. Interested firms
