synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number is 53BNB7C1106
and the solicitation is issued as a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. The standard
industrial classification (SIC) code is 3825, and the small business
size is 500 employees. The contract line item number (CLIN) and item,
quantity and unit of measure is: CLIN 0001 is a quantity of 1 each
OmniGage Basic System to include OmniGage Laser Ball Bar, Portable
Computer, 4 Magnetic Sockets, Initialization Fixture, Case, Software
and Manual; CLIN 0002 1 each Environmental Sensor; CLIN 0003 1 each
Material Temperature Sensor; CLIN 0004 1 each Linear Axis Angular
Parametric Kit; CLIN 0005 1 each Spindle Alignment Kit; CLIN 0006 1
each Fiber-Fed Interferometer Kit. The government requires a one day
training class. The National Institute of Standards and Technology
(NIST), intends to award to Tetra Precision Inc., P.O. Box 12812,
Gainesville, FL 32604 on a sole source basis for a OmniGage Laser Ball
Bar System. The Government requires the following specifications: (1)
Displacement measuring heterodyne laser interferometer (Zygo ZMI-1000)
with atmospheric correction capability. (2) Measurement range 330mm --
735 mm. (3) Resolution 0.05 micrometers or better. (4) Accuracy 0.5
micrometers or better. (5) Computer Pentium 100 MHZ or better 8Mb RAM,
750 Mb Hard Drive, 3 1/4" Floppy Drive. This is a sole source
procurement because Tetra Precision Inc. is the only manufacturer that
can provide a system that carries out machine errors in six degrees of
freedom simultaneously with 0.5 micrometer volumetric accuracy. The
Automated Production Technology Division is working on fast
characterization of machine tool performance. In order to minimize the
time required for full characterization of machine tool, the new
metrology system has to measure errors in 6 degrees of freedom
simultaneously. The government needs a very high precision machine tool
metrology system to carry out such demanding tasks the with greatest
possible accuracy. Laser interferometer based metrology system is the
most accurate way of accomplishing this. Required delivery and
acceptance within 30 days from contract award. FOB Destination
Gaithersburg MD. Delivery location is National Institute of Standards
and Technology, Building 301, Receiving Room, Gaithersburg, MD, 20899.
The provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. Offerors shall include a completed copy of
the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders -- Commercial Items,
applies to this acquisition and includes the following FAR clauses:

Solicitation Number 52SBNB7C1106. Submission must be received by 3:00
p.m. Eastern Time on March 26, 1997. Offers or modifications of offers
received at the address specified for the receipt of offers/quotes
after the exact time specified for receipt of offers will not be

Interested offerors may identify their interest and capability to
respond to the requirements by submitting a capability statement. The
capability statement must provide adequate information and
qualifications of your ability to provide the requested system in order
for the Government to consider whether to openthis request for
competition. However, all capability statements received within 15 days
after date of preparation of this synopsis/solicitation will be
