synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number is
1422-N670-Q97-0041 and is being issued as a request for quotations. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. This is a 100%
set aside for small business; SIC code is 5271 and size standard is
$9.5 million. This requirement is for a firm fixed price contract for:
Line Item 1, Mobile Home -- Jordan; Line Item 2, Mobile Home --
Ekalaka. Description. SCOPE: Contractor shall deliver and install two
(2) mobile home trailers with connections to install utilities, and all
other work required to provide complete and operable living quarters to
the locations stated below. GENERAL: 1) Mobile units shall be a minimum
of 1,280 square feet, 16 feet x 80 feet in size, 3 bedroom, 2 bath
mobile homes. 2) Mobile homes shall meet Montana building, plumbing and
electrical codes for this kind of structure and meet or exceed HAD
Manufactured Housing Construction and Safety Standards. 3) Contractor
shall remove wheels and block trailers as close to existing level
ground as possible. 4) Contractor shall set up, block and tie down
trailers in accordance with local and state codes. 4) Contractor shall
remove the tongues. 5) The Government will extend water, gas and sewer
lines from existing lines and connect water, sewer and gas lines to the
trailers after they have been set on the sites. 6) Mobile homes shall
be constructed with 2" x 8" floor joists, 16" on center. Mobile homes
shall be constructed with 2" x 6" exterior walls with R-19 Energy
Saving Insulation Standard. Mobile homes shall be constructed Roof with
R-22 blown in insulation. Mobile homes shall be constructed with
FloorR-14 batt type insulation. ROOF: 1) 215 lb. 25 year warranty 3 tab
roof shingles, with 7/16" wood roof underlayment. 2) Truss type roof
rafters 16" on center. CEILING: 7 foot residential textured 5/8" gypsum
sheetrock ceiling, 7 -- " sheetrock. WALLS: 1) Interior walls shall be
painted or vinyl covered gypsum sheetrock, eggshell white color. 2)
Exteriors shall be covered residential vinyl lap siding trimmed with
wood strips on all sides. DOORS: 1) Exterior doors shall be 6'8" x 36"
foam insulated metal doors with combination self storing storm doors.
2) Interior doors shall be of industrial standard. 3) Windows shall be
slider or hung type thermal insulated glass with self storing storm
windows single hung with removable screens. HEATING AND COOLING: 1)
High efficiency propane furnaces capable of maintaining 70 degree F. a
0 degree F outside complete with owners manuals and warranty
information. 2) Furnaces must be compatible with industry standard
refrigerated type air conditioner system. ELECTRICAL: 1) 100 AMP
Circuit Breaker devices with GFC Protector Breakers. 2) Copper
electrical wiring. 3) Two exterior lights, one at each exterior door.
4) Two exterior receptacles, one by the front door, one under the unit
for heat tapes. 5) Wired for 220 volt dryer and water heater. 6)
Duplex outlets 120 volts spaced on more than 8 feet apart around the
interior of the structures. PLUMBING AND FIXTURES: 1) Polybutylene pipe
water system with shut off valves at sinks and toilet stools. 2) Thirty
gallon, 220 volt electric hot water heater with owners manual and
warranty information. 3) Plumbed, wired and vented for washer and 220
volt dryer with inset plumbing box. 4) Tub/shower combination in both
bathrooms. 5) Stainless steel ledge type 33" kitchen sink with faucets
mounted in the sink. 6) China toilet stools, chip resistant acrylic
bathroom sinks and shower/bath units. APPLIANCES: 1) 30" electric
ranges, lighted range hoods with power vent fans with owners manual and
warranty information. 2) 16 cu. ft. minimum frost free two door
refrigerator/freezers with owners manual and warranty information.
FLOOR COVERING: 1) Vinyl type floor covering in bathroom and kitchen
areas. 2) Residential type carpet of neutral color " FHA approved foam
pad in the living room and bedroom areas. Delivery required by May 24,
1997. The required material shall be delivered F.O.B. Destination.
Delivery shall be made between the hours of 8:30 a.m. and 3:30 p.m.,
Monday through Friday, holidays excluded. Delivery shall be made to the
following locations: One (1) each to Bureau of Land Management, Fire
Station, Jordon, Montana and One (1) each to Bureau of Land Management,
Fire Station, Ekalaka, Montana. FAR provision 52.212-1, Instructions to
Offerors -- Commercial, applies to this acquisition, with the following
addenda: Per FAR 12.603(b) the SF 1449 is not used. Paragraph (h),
Multiple award -- Delete entire paragraph and substitute: Award. Offers
will be received on an all or none basis. Award will be made to
thelowest responsive and responsible offeror based upon the unit price
quoted. Offerors shall include a completed copy of the FAR provision
at 52.212-3, Offeror Representations and Certifications -- Commercial
Items, with their offer. FAR clause 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this acquisition, with the
following addenda: FAR 52.219-6, Notice of Total Small Business
Set-Aside. FAR clause 52.212-5, Contract Terms and Conditions Required
to Implement Statutes Or Executive Orders -- Commercial Items, applies
to this acquisition, along the following additional FAR clauses cited
in the clause: 52.222-26, Equal Opportunity; 52.222-35, Affirmative
Action for Special Disabled and Vietnam Era Veterans; 52.222-36,
Affirmative Action for Handicapped Workers; 52.222-37, Employment

52.225-3, Buy American Act -- Supplies. Request for Quotations must be
received on or before close of business, March 31, 1997. Quotations
sent via the US Postal Service should be mailed to Bureau of Land

80225-0047. All RFQ's not sent through the US Mail will be considered
hand carried and direct delivered. Hand carried RFQ's must be
delivered directly to and placed in the depository at Bureau of Land
Management, BC-670B, Mail Room, Entrance S-4, Building 50, Denver
Federal Center, Denver, CO 80225-0047. Direct delivery of offers is
only possible weekdays, excluding federal holidays, between the hours
of 8:00 am and 4:00 pm. All responsible sources may submit an offer
