The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure, on an other than full and open competition basis, a study with Environmental Research Institute of Michigan (ERIM) to participate in developing technologies to detect and defeat synthetic aperature radars (SAR) countermeasures, as specified in the attached statement of work and CDRL, which are both included in the forthcoming RFQ. Period of performance will be six months from date of award. Due to unique capabilities, this requirement is sole sourced to Environmental Reserach Institute of Michigan (ERIM) of Ann Arbor, MI. ERIM has extensive experience in imaging raders. It has been determined that only ERIM has the tools and resources necessary for image signature analysis, complex image analysis and radar phase history for this unique requirement. All responsible sources may submit an offer which will be considered. Solicitation will be issued on or about 15 days after publication of this notice. Award will be made on orbefore April 1, 1997.
