Development sources sought. The Air Force Phillips Laboratory seeks
development and delivery of a high fidelity physics-based algorithm for
the failure assessment of laser-pressurized vessel response. Contract
performance will require the contractor to: a) Perform analysis to
address the behavior from the stage of sub-critical crack growth to
catastrophic crack propagation including the effects of dynamic
inertia, plasticity and the temperature-dependent thermomechanical
properties. The results shall include an envelope of the fracture
instability in terms of the internal pressure versus the critical
damage length and shall be compared and correlated with experimental
results. b) Develop a physically-based, analytical mixed-mode fracture
model including the effects of vessel geometry, internal pressure,
plastic deformation, damage length, and temperature-dependent
mixed-mode cracking. The model shall be validated with experimental
results. Do not request a copy of the solicitation as one does not
exist at this time. Firms responding must submit a statement of
capability (limited to 15 pages) which shall demonstrate the offeror's
experience/expertise to perform subject services. Response with

87117-5606 no later than 27 March 1997. Firms responding to this
announcement should indicate whether they are or are not a Small
Business, an 8 (a) firm, a Socially and Economically Disadvantaged
firm, a Women-owned Business or Historically Black College and
University, Minority Institution. The Government reserves the right to
set-aside this requirement for the 8 (a) Program or Small Business
based on responses to this synopsis. Firms shall indicate their size
qualifications under SIC 8731. Standard Size: $5 million. This
requirement shall be procured using simplified acquisition procedures.
