pre-solicitation notice for a Program Research and Development
Announcement (PRDA), Period 2, field demonstration of selected
technology, identifiable as F04699-95-R-0143. McClellan Air Force Base
Environmental Management Directorate is interested in receiving
proposals (technical and cost/price) on the research interests
described below. NOTE: Responders are required to submit an abstract
prior to submitting a proposal. Each abstract and proposal must adhere
to and include information as requested in the PRDA supplement, which
may be obtained by contacting the person identified below. Abstracts
will be evaluated and selected offerors will be invited to submit
proposals. McClellan AFB may employ the services of three (3) private
contractors (MITRETEK, Waste Policy Institute (WPI), and BDM) to
provide technical support in the evaluation of proposals. These
contractors will not be involved in the selection of proposals.
Non-selection will not exclude the right of responsible sources to
submit aproposal. Submission Due Dates: Period 1 is complete. Period 2
will commence 25 Mar 97. Due dates for abstract submissions are 30
days after Period 2 commences. Due dates for proposal submissions are
150 days after Period 2 commences. More information regarding
submission dates and policies is contained in the PRDA supplement.
Research Interests: McClellan AFB's research interest under this PRDA
is innovative technologies that must be ready for field demostration
and are designed to remediate chlorinated and non-chlorinated
hydrocarbons in groundwater, soil, or air. Special consideration will
be given to technologies that can remediate multiple contaminants at
varying concentrations and reduce overall clean-up costs by at least
25% (twenty-five percent) over baseline clean-up technologies (refer to
PRDA supplement for baseline info). Correspondence: McClellan AFB will

Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
