intends to procure the following via SIMPLIFIED ACQUISITION PROCEDURES:
SOLE SOURCE ACQUISITION TO W.A. GERTH, Ph.D., and R.D. VANN, Ph.D.,
DUKE UNIVERSITY, continue development of the Probabilistic Gas and
Bubble Dynamics Model for Decompression (Gerth, 1996, 1997) with
varying nitrogen / oxygen mixtures used by the U.S. Navy. This model
has demonstrated superiority over the Navy probabilistic model USN93 in
regions of high oxygen concentration and also for altitude exposures.
It is not the intent of this acquisition to replace any current U.S.
Navy decompression tables. Rather it is to have available another
research tool (similar to USN93 algorithm) that could allow the U.S.
Navy to make better decisions during rare emergency situations
involving dives having multiple nitrogen / oxygen breathing gas
mixtures, or dives with altitude exposures under conditions not allowed
by current U.S. Navy tables. This acquisition requires a model that has
been calibrated using actual dive, altitude, and oxygen decompression
