iwanicki@pica.army.mil. A. Background. TACOM -- ARDEC is conducting an
assessment of the current technological capabilities as well as future
technological improvements in automatic cannon launched, medium caliber
(25-45mm) high explosive (HE) cartridges. The primary threats to be
addressed by this round are: 1) personnel in various attack and
defensive scenarios 2) ATGM launch sites 3) air defense from enemy
helicopters. The required defeat of these targets appears to point to
an advanced, "intelligent" round. This assessment will baseline the
current state of the art capabilities in medium caliber HE cartridges
with a single mode point detonating fuze and compare this baseline to
the potential improvements, and associated costs, to develop new
capabilities in this ammunition area. To the maximum extent possible,
TACOM-ARDEC would like to leverage technologies being developed for
other caliber ranges by both government and contractor
organizations.TACOM -- ARDEC is seeking information on fuzing,:
Initiation (Includes Delays), Safe & Arm, Target Sensing, Power
Supplies, and Processors/Intelligence; lethality: Body Fragmentation
(Natural & Assisted), Lethality Supplements, Bursting Charges (Includes
Insensitive Explosives), Penetration, and Additional Effects (Includes
Incendiaries); propellant: Composition/output, Ignitability,
Stability, Sensitivity, Loading (Includes consolidation or compaction);
Gun system integration; ammunition assembly/packaging : Includes
standard necked cases, semi-telescoped and cased telescoped ammunition
concepts. The emphasis of the assessment will be in the fuzing and
lethality areas with cost and technology drivers being sought for the
propellant, ammunition assembly/packaging and gun system integration
areas. Minimally, information should describe in as much detail the
concept/technology; relate its applicability to counter threats;
identify cost drivers and describe the nature of technical barriers and
how they might be overcome. The above information is requested to be
provided to ARDEC to the maximum extent available and releasable on
U.S. and known foreign produced or developmental ammunitionUpon receipt
of the medium caliber HE concepts and/or technologies from interested
participants, the government will review and evaluate each submission
for possible presentation by the submitter to a Technology Assessment
panel. Responses should include a one (1) page Abstract and Executive
Summary, and should be supported by no more than 20 total pages,
including text and photos. Also, include the company name, address,
point of contact (with alternate), telephone number and facsimile

solicitation exists, since this is a Market Survey only. However,
should such a requirement materialize, it would be procured in
accordance with normal acquisition procedures. No basis for claims
against the government shall arise as a result of a response to this
Market Survey or government use of such information as part of the
evaluation process.In addition to the above information, ARDEC is
seeking corporate assistance in the assessment of the provided
information both from the technological and production implementation
aspects. Proprietary rights will be maintained with other than
government participation limited, where appropriate. Corporate support
covered under this effort shall be limited to a maximum of 80 hours.
A maximum of 3 one day meetings are planned to coordinate the
assessment of this information. The anticipate time for the Government
to complete this assessment is three months. A time and material
estimate for corporate support to this three month government
assessment is requested. There is a need to initiate this effort
quickly therefore proposals are due back to U.S. Army Armament,
