Operation and Maintenance support in accordance with the following
information. On 14 Mar 96, it was announced under the direction of the
Department of Defense/Department of the Air Force, that Power at
Elmendorf AFB, Alaska is to be the subject of an A-76 Cost Comparison
Study. The Federal policy for the performance of recurring commercial
activities was established in the 1993 Office of Management and Budget
(OMB) Circular No A-76, "Performance of Commercial Activities." The
intent of the program is to determine the most efficient and effective
method of providing service. The study will determine whether
commercial activities should be performed under contract or in-house
with government personnel. Based on this program sources are sought for
commercial performance of Central Heat & Power Plant (CH&PP) functions
at Elmendorf AFB, Alaska. The contractor shall provide all personnel,
equipment, tools, vehicles, materials, supervision and other items and
services to perform Operation and Maintenance for the Central Heat and
Power Plant (CH&PP). Functions shall consist of, but not be limited
to, (1) CH&PP Operations, (2) CH&PP Maintenance, (3) Asbestos Abatement
and/or Encapsulation, (4) Occupational Safety Program and (5)
Logistical Support. Government Furnished Facilities include: #22-004
(Base Central heat & Power Plant), #22-005 (Hazardous Storage), #22-002
(Pump House, located approximately 300 feet southeast of the Power
Plant), #22-008 (Propane Tank Storage-Emergency Start) and an excavated
concrete lined Cooling and Blending Pond located approximately 1,500
feet east of the Power Plant. Government Furnished Equipment includes:
Boilers (Erie Iron Works), Turbines (Westinghouse Electric
Corporation), and a Water Treatment System (components manufactured by
Cochrane Corporation, Bran Lubbe, and Goulds). The government will
provide (1) Utilities (water and sewage service, electricity, gas and
heat). (2) Telephone services (3) Pest control (4) Radio support (5)
Snow removal and ground maintenance as required for buildings 22-001,
22-002, 22-004, 22-005 and 22-006 (inside the fenced area of the CH&PP,
to include electrical substations, will be the responsibility of the
contractor), (6) Maintenance of fuel tank #132 located approximately
200 feet southwest of building 22-004 (from the tank valves to the
CH&PP will be the contractor s responsibility) and (7) Maintenance of
all steam distribution and high voltage overhead lines extending from
the CH&PP substations (substation switchgear maintenance is the
responsibility of contract personnel). The duration of the contract, to
include all options, is anticipated to be five (5) years. This synopsis
is for informational purposes only and is not considered to be a
commitment by the government. The government does not intend to award
a contract on the basis of this notification or otherwise pay for any
information or inquiry. Respondents capable of satisfying the
requirements stated herein should respond in writing within 30 days of

the scope of past and current services that have been contracted for
within the past three years and explain how the services are
commensurate with the services described in this synopsis. Respondents
should also indicate whether they are a small business or a
disadvantaged business concern. Depending on the responses to this
synopsis, this procurement may be determined to be a small business
