INTEREST FOR PREQUALIFICATION FOR THE CONSTRUCTION OF A NEW US
COURTHOUSE -- COVINGTON, KENTUCKY -- GS-04P-97-EXC-0017. The General
Services Administration is soliciting written expressions of interest
from qualified contractors desiring to be placed on a pre-qualified
contractors list for participation in the procurement process for the
construction of the proposed New U.S. Courthouse -- Covington,
Kentucky. The proposed U.S. Courthouse will be constructed on a site
bounded by Fifth Street, Crawford Street, Sixth Street and Montgomery
Street in Covington, Kentucky. The proposed five-story courthouse will
be approximately 126,155 gross square feet (11,720 square meters)
while containing approximately 108,955 occupiable square feet (10,122
square meters) The facility will be occupied by the US District Court,
the U.S. Magistrate Court, U.S. Bankruptcy, the U.S. Probation office,
the U.S. Marshall Service, and other Federal agencies. The completed
facility will include thefollowing functions: U.S. District, U.S.
Magistrate and U.S. Bankruptcy Courtrooms and chambers; office space
for the U.S. District and bankruptcy Court Clerks, grand jury suites;
jury assembly areas; U.S. Marshall Service office space, USMS
sally-ports and detention cells; hearing rooms; and other general
office areas. This procurement is advertised on an unrestricted basis
and is open for participation by both large and small business
concerns. Construction contractors interested in being considered for
participation in this procurement process for this project must first
submit pre-qualification information included in the General Services
Administration Pre-qualification Statement package. Failure to complete
and submit all required information requested by the package within the
specified time-frames will result in removal from further
participation. Pre-qualification Statement packages will be issued to
those firms that have expressed interest via letter by 4:00 p.m., March
28, 1997, no further requestfor participation will be entertained
subsequent to March 28, 1997. Pre-qualification packages will be mailed
by April 4, 1997, to those that have timely expressed interest. These
packages are to be completely filled out and returned to the below
address by 4:00 p.m. April 18, 1997. Noncompliance with the established
time-frames for submissions will result in elimination from
participation in this project. Primary factors that will be evaluated
are: Experience and Past Performance (reference material required);
Qualifications of Key Personnel; Bonding Capacity (letter required from
reputable surety); Financial capability (determined by the submission
and evaluation of a GSA Form 527). Note that additional information may
be required in order to determine your financial status. It is your
responsibility to promptly and accurately supply any and all required
information. Any firm determined to be unqualified in any of the areas
to be evaluated will be notified by letter. Those firms determined to
be qualified will be mailed plans, specifications, and drawings on or
around June 1, 1997, provided details of site visit and Pre-Proposal
Conference and invited to submit to this office a price proposal for
this project. The Estimated Construction Cost At Award range for this
project is between $16,000,000.00 and $17,000,000.00 (inclusive of base
bid and options) with anticipated occupancy for 2nd quarter FY 2000.
This procurement will be on a negotiated basis should the Government
determine that all price proposals received are outside of the
established budget. Should this occur, a competitive range will be
established and the firms within that range will be invited to
negotiate. Participants are encouraged to submit price proposals on
there most favorable terms as the Government does reserve the right to
make award without discussion or negotiations should the former
condition not occur. The Government will require the successful
negotiation of a proactive Subcontracting Plan prior to award
encompassing the following socio-economic program minimum goals for
subcontracted efforts, should the successful firm be a large business:
Small Business (20%), Small Disadvantaged Businesses (5%), and Small
Women Owned Businesses (5%). All correspondence in response to this
announcement must clearly indicate the solicitation number. The letters
of interest and subsequent Requalification Statement packages should be
